GM (Pers) apprised that on the basis of ED(CN) committee report the PPS posts in field units are being created and the proposal is being send to the BSNL Management committee and BSNL Board shortly for approval. Similarly the committee report on ADOL cadre restructuring is under consideration and the file has been send to PGM (EF) for clearance. He assured that as soon as clearance from EF cell is received the proposal will be send to the competent authority for approval . He also assured that E-6 pay scales to DGMs promoted from group-B cadres and SDE(RR) will be taken up in the next BSNL Board meeting in the month of Feb, 2016. On other issues ie notional pay fixation of all upgraded pay scales from1-10-2000,5 advance increments benefit to JTO SRD, JAO 2013 batch and PA cadre, withdrawal of clarification on reversion of officiating JTOs while sending them to JTO phase II training and Pay fixation case of TTA to JTO outside quota etc. Dir (HR) assured to hold a separate meeting in the presence of GM (Estt) to discuss all the issues on 9th Feb,2016 with United Forum of AIBSNLEA & AIGETOA. We further requested to resolve the above demands in a time bound manner as assured to avoid further agitation programs. Dir (HR) assured to honor the commitment given by CMD, BSNL on all the issues. GS, FS met GM (FP) on 27.01.2016 and discussed regarding consideration of some request/tenure transfer cases of AO/CAOs. GM(FP) assured to examine the cases for an early decision. GS and GS AIRBSNLEWA Com. Kishan Singh, Convener Forum of MTNL Unions & Associations Com. M K Bagchi met concern officers of DPE ( Department of Public Enterprise) on 21.01.2016 and discussed regarding inclusion of IDA pension revision provision of BSNL & MTNL pensioners in 3rd PRC. It was confirmed that DPE has received a letter from DOT & our letter from Jt. Secretary (Cabinet) for taking up the issue with 3rd PRC as term and reference for BSNL/MTNL pensioners IDA pension revision. All it could happen due to our continuous persuasion with Secy. (T), Addl. Secy. (T) DOT, JT. Secretary (Cabinet) and DPE officers. DPE has now decided to take up the matter of BSNL/MTNL pensioners, IDA pension revision with 3rd PRC after its constitution. The 3rd PRC constitution proposal sent by DPE is pending in PMO for approval. GS and GS AIRBSNLEWA met senior officers of DOT on 21.01.2016 and discussed regarding- a) 78.2% IDA pay fixation case of BSNL pensioners- It is informed that legal opinion of law ministry has been received in DOT on Cabinet Note for 78.2% IDA pay fixation case of BSNL pensioners. Now DOT pension cell has moved the cabinet note to the competent authority for approval. It is understood that after the vetting of internal finance of DOT, the cabinet note will be approved by the Hon'ble MOC & IT and then it may be sent to cabinet for approval. b) IDA pension revision of BSNL/MTNL pensioners- It is informed that Admn. cell of DOT is taking up the case of IDA pension revision of BSNL/MTNL pensioners with implementation committee of secretaries of 7th CPC for consideration. c) CGHS medical facility to BSNL/MTNL pensioners- It was informed that Ministry of Medical & Health is yet to consider the case. Decision is awaited, though in principal Ministry of Medical & Health has agreed to extend the CGHS medical facility to BSNL/MTNL pensioners. GS, OS (West), CS MH Circle met GM (Estt), BSNL CO on 20.01.2016 and discussed regarding fixation of pay on promotion for executive employees - clarification on method pf pay on promotion w.r.t. 2nd Pay revision: We extended thanks for issuing the orders but protested against the comment that the pay fixation method may be given notionally w.e.f. 01.01.2007 and actually from the date of approval by DOT i.e. 06.01.2016. We demanded payment of arrears as per the 2nd PRC notification as it was delayed due to administrative reasons without any fault of the individual. GM (Estt) assured to look into and also discussed as follows:- (a) Fixation of pay of officiating JTOs under FR22(I)a(i)and reversion before sending them for Phase-I, training- we further protested against this order dated 22 Dec-2015 and requested for its withdrawal , since as per BSNL Board decision these JTOs are to be regularized even without any further training and reversion but due to Hon'ble High Court Chandigarh and Ernakulam Judgements the super numeric posts of JTOs could not be created further hence, a via media arrangement has been made by framing new JTO RR-2014 just to regularized these JTO officiating. Hence, reversion of officiating JTOs is not at all justified at this juncture and it is violation of the BSNL Board decision. But the GM(Estt) was reluctant to withdraw this order.
