GS met GM (Pers) on 22.02.2016 and discussed regarding: A. Filling up of the vacant posts of DGMs: We expressed our serious concerns against non-filling up of the vacant posts of DGMs in engineering wing on one pretext or the other. GM (Pers) mentioned that matter is under active consideration and shortly some decision will be taken to expedite CPC in view of the legal opinion. B. Some long pending issues are to be taken up with BSNL Board for approval i.e. Sr. PPS /PPS post creation in BSNL, SDE RR 2015, E5 to E6 scale upgradation under EPP to Gr. B level Executives etc are to be taken up in the next BSNL Board meeting to be held on 4th March 2016: GM (Pers) mentioned that the BSNL Board memos on all above issues have been prepared and being send to Sr. GM (Legal) to be taken up in next BSNL Board meeting. He further informed that 4 Sr. PPS posts are being created in BSNL Corporate Office with BSNL Board of Directors. 10 PPS posts are being created in BSNL Corporate Office with CVO, EDs and PGMs. Similarly 38 PPS posts are being created in field units with all CGMs. These posts are being created on matching saving basis. This restructuring in PA/PS cadre is taking place on the basis of ED (CN) committee report which was constituted after the meeting held on 13th July 2014 with AIBSNLEA. C. Restructuring of AD (OL) Cadre: We requested to take an early action for restructuring of AD (OL) cadre. GM (Pers) appreciated our concern and assured to discuss the matter with PGM (EF) where the file is pending for the last one month. D. Consideration of request / tenure transfer cases of SDEs/ DEs: GM (Pers) assured to consider all pending request / tenure transfer cases of SDEs/ DEs shortly. GM (Pers) also apprised that BSNL Management Committee has approved the tenure period in Udhampur of J&K Circle at par with Sri Nagar as demanded by the J&K Circle and this Association. GS met GM (FP) on 22.02.2016 and discussed regarding: A. AO to CAO CPC court case: We requested to depute some officer to attend the Hon’ble CAT Chandigarh in the case of stay order on promotion from AO to CAO which is coming for hearing on 23rd February 2016. GM (FP) mentioned that already AGM (SEA) was deputed to attend the court but due to cancellation of trains now GM (Finance), Haryana Circle has been requested to attend the court along with BSNL’s advocate. B. Diversion of 50% MT quota (CAO Posts) to the seniority quota: GM (FP) informed that the Board memo has been redrafted and send to Sr. GM (Legal) to put up in the next BSNL Board meeting to be held on 4th March 2016. C. Consideration of tenure / request transfer cases as already discussed by this Association: We requested for early consideration of request / tenure transfer cases of AOs / CAOs: GM (FP) informed that already 3 AOs tenure transfers orders have been issued last week as discussed with this Association and some more tenure transfer orders also some cancellation of transfer orders of some AOs / CAOs relieved in ERP are being issued shortly on genuine grounds. Some request transfer cases for modification / cancellation are under consideration. GS FS met GM (FP) on 10.02.2016 and discussed regarding: A. CPC from AO to CAO: We requested to expedite the CPC from AO to CAO. GM (FP) mentioned that the court case in the Hon?ble CAT Chandigarh is coming for hearing on 23rd February 2016 wherein BSNL has already submitted the reply. AGM (SEA) along with Jt. GM (Pers) will attend the hearing. In case the stay order on promotions is vacated CPC will be expedited. All the cases regarding JTO to SDE promotions, SDE to DE promotions have been tagged with this case. B. Consideration of Request/tenure transfer cases of AOs/CAOs: We requested for consideration of request/tenure transfers of AOs/CAOs. GM (FP) mentioned that all the pending cases are under consideration and after the approval of Director (Finance) the transfer orders in this regard will be issued by the end of this week. C. Diversion of 50% MT quota CAO posts to the seniority quota: We requested to prepare a Board Memo for diversion of 50% MT quota CAO posts to the seniority quota posts in the next BSNL Board meeting.
