GS, CS UP(West) Circle met GM (Pers) on 28.01.2016 and discussed regarding 1.)CPC from JTO to SDE and SDE to DE : We requested GM (Pers) to expedite the CPCs of all JTO to SDE and SDE to DE. GM(Pers) mentioned that the Court case in Hon'ble CAT Chandigarh is posted for hearing on 4th Feb, 2016 wherein DGM (Pers) along with BSNL Advocate will attend the court and will try to get club all the court cases JTO to SDE SDE to DE and AO to CAO promotions . The rejoinder in Honb'le High court Kerala at Ernakulam will also be filed on 5th Feb 2016 by Kerala Circle. Sincere efforts are being made to get the stay order vacated on promotions. 2) CPC from DE to DGM: We requested to fill up the vacant DGM posts . GM (Pers) further mentioned that the legal opinion from ASG has been sought on TES Gr-B Seniority issue. The court case is coming for hearing on 16th Feb 2016 in Honb'le Supreme Court on TES Gr-B seniority issue. After getting clarity the promotion order from DE to DGM to fill up 480 DGM posts will be issued immediately. 3) Promotion of PAs to PSs pending for its approval for last 6 months 3 queries have been replied by Karnataka Circle but still file is not cleared. GM (Pers) assured to look in to the matter. 4) Exemption of Mandatory training for Civil wing which was not conducted due to Administrative reasons. GM (Pers) assured for an early decision in this regard. 5) BSNL CO has not issued Transfer & posting orders of AGMs/DEs for the quarter ending Dec 2015. We requested for consideration of request transfers of AGMs/DEs who have completed 2 years of service in different circles. GM (Pers) assured to issue transfer orders by the end of February, 2016. 6). Reliving of AGMs of NE /WB/BR and other Circles whose orders were issued long back to their parent Circles. GM (Pers) assured to get released all AGMs/DEs whose transfer orders were issued in October 2015in the first week of February,2016. GS, CS Delhi Circle, CS UP West Circle met CGM ( NTP) North Zone and CGM(NTR) New Delhi on courtesy call on 28.01.2016. During discussions CGM NTR informed that all type of promotions, CPCs under EPP have been completed and shortly time Bound Promotion Orders of Executives will be issued. Meeting with Senior Officers of DoP&PW: GS and representatives of United Forum of MTNL unions & Associations Com. M.K. Bagchi and Com. A.K. Kaushik met the Senior Officers of DoP&PW on 28.01.2016 to discuss the future provisions of MTNL/BSNL pension revision. A Joint representation is also submitted. It is assured that DoP&PW is fully aware that DoP&PW is fully aware of this issue and necessary step will be taken with DoT in loop. Meeting with Director(HR), BSNL Board: GS. FS & OS , CHQ (AIGETOA) met Director(HR)on 27.01.2016 in the presence of PGM (SR), GM (Pers) and discussed regarding implementation of assurances given in response to the agitation call of United Forum of AIBSNLEA &AIGETOA in the month of December 2015 for the settlement of Demands. The main demands i.e. CPSU hierarchy and E2 ?E3 standard IDA Pay scales for JTO and SDE equivalent executives, 30% Superannuation benefit to BSNL recruited employees, filling up of the vacant Group- B STS, JAG level posts by holding immediate CPCs in all disciplines, creation of PPS posts in field units , restructuring of ADOL cadre, E-6 pay scales to DGMs promoted from group-B cadres, SDE(RR),notional pay fixation of all upgraded pay scales from1-10-2000,5 advance increments benefit to JTO SRD, JAO 2013 batch and PA cadre, withdrawal of clarification on reversion of officiating JTOs while sending them to JTO phase II training and Pay fixation case of TTA to JTO outside quota etc. On the issue of CPSU hierarchy Dir (HR) after detailed discussions directed GM (Pers) to submit the ED(NB) committee report by 29th January 2016 itself. As it is already delayed. She also directed GM (Pers) to hold meting with the Executive Associations on 1st Feb 2016 at 11.30 hrs. to discuss the matter. She also assured to have separate discussion on E2-E3 IDA Pay scales implementation with GM(Estt) on committee report and to take final view within two weeks' time. On 30% superannuation benefit to BSNL recruited employees, Dir (HR) mentioned that matter is under active consideration and shortly remuneration committee of BSNL Board will discuss the matter before BSNL Board meeting.
