MEETING WITH DoT/ BSNL OFFICERS Status of DE to DGM(T) Promotions: GS discussed on 01.03.2016 with CMD, BSNL regarding the issue of DE to DGM (Engg.). CMD, BSNL informed that today he has cleared the proposal to fill-up 217 vacant DGM (Engg.) posts. Promotion orders are expected shortly. GS FS met GM (FP) on 01.03.2016 and discussed regarding: A. CPC from CAO to DGM (F): We requested to initiate CPC to fill up the vacant DGM (F) posts. GM (FP) mentioned that a proposal for one time relaxation in the eligibility condition from CAO to DGM (F) promotions is being sent to the competent authority for approval and thereafter to the BSNL MC and BSNL Board for approval. Since, at present the eligible candidates are not available to fill up vacant DGM posts. B. Diversion of 50% MT quota CAO posts to seniority quota: GM (FP) informed that the matter is available in the next BSNL Board meeting scheduled on 4th March 2016 for approval. GS, FS and OS AIGETOA met Director (HR) on 01.03.2016 and discussed regarding: A. CPC from DE to DGM: We extended our sincere thanks for giving clearance to issue promotion orders from DE to DGM (Adhoc) in engineering stream. Director (HR) appreciated our concern and assured early issuance of promotion orders in respect 217 DE to DGM shortly. She also assured to fill up all remaining vacant DGM posts simultaneously within this month itself as it is the requirement of organization as well as of individuals. B. Implementation of Khan Committee report on CPSU cadre hierarchy and E2-E3 standard IDA pay scales for JTO and SDE equivalent executives: We expressed our concern against the delay in implementing the Khan Committee report on CPSU cadre hierarchy and E2-E3 standard IDA pay scales for JTO and SDE equivalent executives. Director (HR) mentioned that recently some meetings has been arranged by GM (Pers) and GM (Estt) with executive associations including AIBSNLEA & AIGETOA and shortly a presentation will be given to CMD BSNL on these issues. These issues will further be discussed with AIBSNLEA & AIGETOA in details in the next week itself. C. Holding of LDCE for promotion to the grade of JTO (T) in BSNL: We expressed our concern where now the officiating JTOs who have completed training as per the new scheme are not given posting as JTOs and they are posted as TTAs. Also requested to hold LDCE for promotion to the grade of JTO (T) at the earliest by clubbing the vacancies together as happened in the year LDCE 2013. We further requested to take early steps for filing an appeal against the interim orders of Hon’ble CAT Bench Jodhpur to get the stay order vacated. Director (HR) assured to look into the matter. D. HR issues like 30% superannuation benefit to BSNL recruited employees, Rule-8 transfers of JTOs/JAOs, Sr.PS/PPS Posts creation in BSNL, restructuring of AD(OL) cadre, regularization of officiating JTOs, stepping up of pay of seniors drawing less pay than their juniors, new SDE RR, E-5 to E-6 upgradation to Group B level executives, E-1 +5 increments benefit to JAO 2013 batch, JTO(SRD) and PA cadre, notional Pay fixation in upgraded pay scales w.e.f 01.10.2000 to JTOs/SDEs (C/E/ Arch/TF) Engineering wings and PA cadre, Pay anomaly case of TTA to JTO outside quota etc. We requested for the settlement of these long pending HR issues. Director (HR) informed that about 12 HR issues are there in the agenda of BSNL Board meeting being held on 4th March 2016 mainly 30% superannuation benefit to BSNL recruited employees, Sr.PS/PPS Posts creation in BSNL, new SDE RR, E-5 to E-6 upgradation to Group B level executives, E-1 +5 increments benefit to JAO 2013 batch, JTO (SRD) and PA cadre, Diversion of 50% MT quota (CAO Posts) posts to seniority quota etc. On the other issues i.e. restructuring of AD(OL) cadre, regularization of officiating JTOs, stepping up of pay of seniors drawing less pay than their juniors, notional Pay fixation in upgraded pay scales w.e.f 01.10.2000 to JTOs/SDEs (C/E/ Arch/TF) Engineering wings and PA cadre, Pay anomaly case of TTA to JTO outside quota etc Director (HR) assured to hold separate meetings in her presence with GM (Pers) and GM (Estt) shortly for early settlement of these issues. Meeting with GM (Estt): GS met GM (Estt) on 24.02.2016 and discussed regarding reversion of JTO (Officiating) in their substantive grade before sending them to JTO Training.
