H.Y Andeli CS KTK, Com. M.R. Nagraj, Preseidnet KTK Circle, Com. T.K. Mangalanandan, Ex. CS Kerela Circle, Com. H.L. Awasthi, Presient Rajasthan Circle were felicitated on their retirement on superannuation. On 19.06.2016 evening after passing the resolutions and election of Chairman election, the existing CHQ body was dissolved. Sh. M.R. Nagraj, Retd. DGM(Finance) and President Karnataka Circle was elected as Chairman Election. Com. Shiva Kumar, AO Tamilnadu, Com. Prahlad Rai, DGM BSNL Corporate Office, New Delhi and Com. T.C. Jain, AO BSNL Corporate Office, New Delhi were elected as President, General Secretary and Financial Secretary respectively. Along with them, all the CHQ Office bearers were also elected unanimously. Com. Prahlad Rai, GS, Com. C.M. Saste, OS(West) were elected on 5th term. On 19.06.2016 at 23.00 hrs., the All India Conference was concluded with the appreciation and thanks to the Host Circle Karnataka and Mysuru SSA and vote of thanks by CHQ President. 5th AIC has expressed its serious concern against the non-settlement of the pending HR issues which has been enumerated in the GS report, also directed CHQ to take immediate necessary organizational actions for the early settlement of the long pending issues. 5th AIC directed to all the Circles/Branches to immediately start mobilization of the members to cast vote in favour of AIBSNLEA by holding General Body meetings, distributing pamphlets of AIBSNLEA achievements through posters and banners etc. All the CHQ Office bearers should immediately plan their orgaisantional tours in consultation with Circle Secretaries. Organizing Secretaries will ensure to finalize the meetings and tours of CHQ Office bearers in their zones. The Joint Session of AIBSNLEA and AIGETOA was also a grand success and it was unanimously decided to honour and implement the MOU and Joint declaration of AIBSNLEA and AIGETOA to make AIBSNLEA as number one executive Association during membership verification of executive Associations in BSNL. Joint Session also directed both the Associations CHQ/Circle/Distt. Level office bearers to move together for the election campaign immediately. A coordination Committee of AIBSNLEA and AIGETOA will be formed at CHQ level to further strengthen the unity of AIBSNLEA and AIGETOA and their merger. I hope that all the delegates by this time have returned safely to their Branches/Circles after attending the 5th AIC at Mysuru and might have started working for facing the ensuing referendum. We extend our sincere gratitude and thanks to all the esteemed delegates for their kind cooperation, support and valuable guidance during deliberations in the 5th AIC. BSNL Corporate Office issued notification on 21.06.2016 regarding recruitment for the Post of Junior Engineer ( Erstwhile TTA) in BSNL from External Candidates. Restructuring of AD (OL) Cadre: Management Committee of BSNL Board in its meeting held on 15.06.2016 has approved the proposal regarding the restructuring of AD (OL) Cadre. The details are awaited. BSNL Corporate Office issued order on 08.06.2016 regarding promotion and posting orders (14 Nos.). in the grade of Sub Divisional Engineer (Elect) against 33% LDCE quota BSNL Corporate Office issued order on 10.06.2016 regarding appointment of 34 JAOs in Kerala Circle in compliance to Hon'ble CAT orders dated 22.03.2016. The DPC for promotion CAO to the cadre of DGM (Finance) on adhoc basis is held up due the want of APARs. The list of Regular CAOs eligible for along with the wanting APARs (CRs) as on CHQ Website dated 22-06-2016. BSNL has replied the queries to DoT on the proposal of E-2 to E-7 IDA pay scales to BSNL executives’. 30% Superannuation benefit to BSNL recruited employees i.e. 3% contribution from BSNL approved by BSNL Board has been sent to DoT for ratification. E-1+5 advance increment benefit to JTO(SRD), JAO, 2013 batch and PAs will be further put up in the BSNL Board meeting for approval. 50% MT quota CAO posts diversion to seniority quota will be put up in the next BSNL Board meeting. The Cabinet Note sent by DoT to Cabinet on 78.2% IDA pay fixation and withdrawal of 60:40 provisions from Pension Rule-37A has been returned to DoT by Cabinet by raising some queries further.
