       	                                                  FORUM WRITES           1.  Decisions of the Forum meeting held on 23.06.2016.               A meeting of the Forum was held at 1630 hrs yesterday, at BSNL MS office. The meeting is presided over               by com. Suresh Kumar, GS, BNSL MS. The following are the issues discussed, on which decisions are taken.               1)  Acute shortage of stores and materials.                  It is reported that there is acute shortage of stores and materials in most of the circles. Especially,                  items  like  5  pair  cable,  drop  wire,  jumper  wire,  etc.  The  meeting  decided  that  the  Forum  leaders                  should meet the Director (CFA) and discuss the issue. It is also decided that all the district secretaries                  should  inform  their  respective  CHQs  about  the  details  of  shortage of  stores and  materials  in  their                  SSAs.               2)  Intensifying the SWAS programme.                  The meeting reviewed the implementation of the “Service with A Smile” programme, and expressed                  satisfaction about the progress. It is a matter of satisfaction that even in the month of April, 2016,                  BSNL has given the highest number of mobile connections. With a view to further intensify “SWAS”                  and also involve the employees, it is decided that processions are to be conducted in all SSA head                  quarters, to popularise the various schemes of BSNL like ‘Free Roaming’, ‘Night Free Call’,’ Free to                  home’, etc. The tentative date for this procession is 10.08.2016.               3)  Restoration of facilities and payment of allowances on 78.2% IDA.                  The meeting decided to once again demand the Management that LTC and Medial Allowance should                  be restored. It is also decided to demand that HRA should be revised based on 78.2% IDA merger.               4)  Take over of payment of GPF by the DoT.                  Management  has  informed  that  the  DoT  has  decided  to  take  over  the  payment  of  GPF                  advance/withdrawal to BSL employees. As a first step, it is being implemented in Punjab circle this                  month. The meeting decided that the Forum leaders should immediately meet Member (Finance) of                  the Telecom Commission, to discuss this issue, so that no restriction is imposed on employees in the                  payment of advances/withdrawals, even after the same is taken over by the DoT.               5)  The meeting regretted to note that NFTE BSNL has decided to dissociate itself from the Forum. The                  meeting unanimously decided to request NFTE BSNL to reconsider the above decision, and to continue                  to participate in the functioning of Forum. Sub:-Intensifying SWAS programme, by holding processions in all SSAs – reg.               I wish to bring the following to your kind notice.               A meeting of the Forum of BSNL Unions and Associations was held on 23.06.2016, the meeting discussed               ways  and  means  to  further  intensify  the  ‘Service  With  A  Smile’  (SWAS)  programme.  After  threadbare               discussions,  it  is  decided  that  a  procession  /  rally  shall  be  conducted  in  all  SSAs.  The  intension  of  the               programme is to further involve all the Executives and Non-Executives in BSNL in the implementation of               the SWAS programme, and also to popularise the various products and schemes of BSNL, like ‘Night Free               Call’, ‘Free Roaming’, ‘Free to Home’ etc.               It is decided that the tentative date of the procession / rally shall be 10.08.2016. The meeting strongly felt               that the proposed programme will yield better results if the Senior Officers of the Company also take part               in the processions / rally together with the Executives and Non-Executives. This will help in a big way to               reach our message to the wider sections of the public.               We hope that the Management would look into the request of the Forum and would take appropriate               decision.
