GS discussed the issue of DE to DGM (Adhoc) promotion orders issue with GM (Pers). GM (Pers) informed that those who have requested for Vijayawada from AP Circle or from other circles, their cases are being considered and those who have declined the promotions orders on various genuine grounds their cases are also being considered. The orders are expected by Friday this week. Meeting with Director (DPE) on 29.07.2016: GS along with Convener / United Forum (MTNL), GS, TEA MTNL, GS MTNL Staff Union and GS AIRBSNLEWA met with Shri S. Meekshisundram, Director, DPE and submitted a letter regarding revision of Pension of BSNL/MTNL Pensioners to make the terms and reference of 3rd PRC. Director (DPE) assured to put up the matter to the concerned authorities. He adviced to meet the Member Secretary of 3rd PRC Shri Madhukar Gupta, Addl. Secretary, DPE to apprise him the case. We tried to meet Addl. Secretary, DPE also but he not was available, hence, shortly we will meet all the concerned officers of 3rd PRC to discuss the matter of revision of pension of BSNL/MTNL Pensioners and also to discuss the questionnaire submitted by AIBSNLEA. Meeting with Secretary (T) on 29.07.2016: GS along with Convener / United Forum (MTNL), GS, TEA MTNL, GS MTNL Staff Union and GS AIRBSNLEWA met with Secretary (Telecom), DoT and submitted a joint representation for taking initiative to include the issue of pension revision of BSNL/MTNL pensioners immediately in the terms and reference of 3rd PRC as the pension in BSNL/MTNL is the Govt. Pension payable by DoT under the statutory provisions of Rule 37-A of Central Civil Services (Pension Rules), 1972. Secretary (T) appreciated our concern and told that this matter has to be addressed by 3rd PRC, however, he assured to look into. Meeting with GM (A), BSNL Corporate Office on 28.07.2016: GS, AGS (HQ) along with the GS, President and FS of AIRBSNLEWA met with GM (A), BSNL Corporate Office. Earlier this meeting was scheduled to be held with Director (HR), BSNL Board as a follow up of the meeting held with her on 25.07.2016 regarding the pending issues of BSNL Pensioners. Director (HR) due to her business in the Management Committee directed GM (A) to discuss the issues. Accordingly following issues have been discussed: A. Outdoor medical bills reimbursement: We mentioned that the pensioners are kept out of scope the ERP. Their claims are still manually processed and entered in the system only at the last stage before payment. It is true that the payment is now deposited to their bank accounts but they are not informed the payments vis a vis the pending bills. They are also not informed about the receipt of the bill or the progress of the bill. We requested to bring the pensioner also in the scope of ERP. GM (A) appraised that he has spoken to CGM (ITPC) in this regard who has informed that a web based application like ERP is being developed at ITPC through which the pensioners will be informed regarding the progress of the payment of their medical bills. The application would be ready within next two-three months. B. Indoor medical treatment: We mentioned that other than Delhi, almost in all circles the number of empaneled hospitals for treatment on cashless basis is bare minimum. In some circles for month together no empaneled hospitals are there. TPA system as is available in other corporate or linking with LIC as done by CGHS may be introduced. The committee constituted for reviewing the BSNLMRS should hear the voice of pensioners also as their need is different than the serving employees to some extent. GM (A) appreciated our concern and mentioned that he has already instructed field units to empanel as many as hospital who are ready to give medical facilities at the rates decided by CGHS for treatment of BSNL employees/pensioners. Regarding Delhi NCR region, he categorically mentioned that if any hospital is ready to give medical facilities at the rates decided by CGHS then it should be impressed upon to give a formal Expression of Interest (EOI) to him so that he can process this case for its empanelment in BSNL. C. Free calls as per BSNL order in concessional telephones: We mentioned that the free calls allowed in the concessional telephones are 500+50 calls which should be 500+220 calls to BSNL as per order of BSNL dated 20-07-2007. GM (A) mentioned that there are clear direction on the Circular dated 20.07.2007 that the free call limit on concessional telephones is over and above the limit available in general. D. Allowing night calling facility in concessional telephones: We mentioned that the free Night Calling Facility as introduced in land line phones has not been extended so far to the concessional land line phones for TELEWAVE 45 JULY-2016
