E. Posting of LDCE qualified candiadtes as SDE (T): GM (Pers.) mentioned that the options for posting from the qualified candidates and VCRs have been called for. However, the court case in the Hon'ble CAT Chandigarh is coming tomorrow for hearing. GS AIBSNLEA and GS ,CS BSNL C.O., AIGETOA met Sh. Amid Yadav, J.t Secy (Admn) DOT on 25.07.2016 and discussed regarding:- A. Pay fixation and settlement of Pension of BSNL employees w.r.t DOT No.61-7/2015-SU dated 5th Feb 2016: In this regard we handed over our letter dated 22.7.16 with reference to meeting with AST and requested to issue an early clarification to CCAs for the settlement of the pension cases of BSNL pensioners. Jt. Secy (Admn) assured to look in to the matter. B. Clearance to BSNL's proposal for the replacement of E-1A and E-2A IDA pay scales by E-2 and E-3 IDA pay scales and upgradation of subsequent IDA Pay scales: He requested for clearance of DOT on this issue. We also provided the 16-7-2016 FCI order wherein medical officers E-2 pay scales is replaced by E-3 IDA Pay scale (Higher pay scale) similarly E-1A and E-2A are to be replaced by E-2 and E-3in BSNL also. Jt. Secy (Admn) assured to look in to the matter. C. We also met DDG (EF), Director (EF) and ADG (EF) and discussed the matter. They confirmed that the matter has been received from nodal section of Director (PSU) through JT Secy( Admn)/AST and being examined but nodal unit has to recommend the case. Accordingly we requested JT Secy (Admn) for recommending the case. D. 30% Superannuation benefit to BSNL recruited employees: We requested JT.Secy (Admn) for early clearance to BSNL Board's proposal on 3% contribution in superannuation benefit to BSNL recruited employees. Jt Secy (Admn) reacted that how such proposals can be considered when the financial condition of BSNL is not good. We pleaded that BSNL Board has already approved the proposal wherein AST is also the member of the BSNL Board. Hence, now the ratification from DOT is required. Jt. Secy (Admn) assured to look in to the matter. GS,FS and GS AIRBSNLEWA met Director (HR) on 25.07.2016 and discussed regarding: A. Issues related to BSNL Pensioners i.e free night calling, increase in B/B uses, Payment of Medical bills through ERP etc. We requested for early settlement of all these issues. Director (HR) decided to hold a separate meeting to discuss all these issues on 28/7/2016 at 15.00 hrs. with AIBSNLEA and AIRBSNLEWA. B. implementation of CPSU cadre hierarchy: We expressed our resentment against the delay in implementation of Khan Committee Report on CPSU cadre hierarchy. Director (HR) informed that GM(pers) will give a presentation to CMD BSNL on 27/7/2016 on the draft proposal of CPSU cadre hierarchy and thereafter the same will be circulated to all the Associations for their feedback. C. E-2 and E-3 IDA Pay scales to JTO/SDE equivalent Executives and subsequent upgradation of pay scales: We requested to pursue in DOT the proposal of BSNL on revision of IDA Pay scales in BSNL. Director (HR) advised us to have follow up action in DOT. However, she assured to discuss the matter with concern DOT officers. D. Endorsement of 78.2% IDA Pay fixation case of BSNL Pensioners: We requested Dir (HR) for the endorsement of DOT order on 78.2 IDA Pay fixation of BSNL pensioners. Director (HR) spoke with GM(Estt) and directed to endorse the DOT order immediately. Dir (HR) assured that by tomorrow the order will be endorsed. E. Pay fixation and settlement of Pension of BSNL employees: We requested for the early settlement of the pension cases of BSNL pensioners in CCAs. Director (HR) assured to look in to the matter. GS, AGS (Finance) and AGS(C/E/Arch/TF) met Adl. Secy (T) DOT on 21.07.2016 and discussed regarding the objections are being raised by CCA units on the Pay fixation of Executives twice in the same Pay scale ie. On time bound promotion and Post based promotion as per the provisions of EPP. We explained that some CCAs are making queries w.r.t Pay fixation under EPP in the cases of some executives who have retired recently and will retire shortly. Whereas, all the pay fixations of BSNL Executives have been made as per the provisions of EPP which was approved by DOT. After detail discussions AST mentioned that the Pay fixation made as per EPP are not being questioned, only the number of pay fixation made in E-9 IDA Pay scale has been questioned.
