In the chain of the nationwide protest demonstration during lunch hours on 03.08.2016 against the reported move of the NITI Aayog for making strategic sale in BSNL/MTNL a massive demonstration of MTNL and BSNL Executives and Non-Executives is held in front of Eastern Court Building, Janpath New Delhi. Comrade GS addressed the gathering. Meeting with GM (A), BSNL Corporate Office, New Delhi on 02.08.2016: GS, AGS (Fin.) and GS, President AIRBSNLEWA met GM (A) BSNL Corporate Office, New Delhi and discussed regarding: 1. Corporate office should send instructions to CGMs to empanel CGHS approved hospitals and make agreement with them so that they- a) Offer treatment to BSNL pensioners at CGHS rate on cash payment basis. b) At the time of discharge they certify that on the bills the treatment is made as per CGHS prescribed rates and also supply the necessary documents required for reimbursement like ‘bed head ticket’ etc. c) On submission of the bills the reimbursement be strictly made within one month. A system should be there in ERP to monitor the pendency of the cases. This system should be introduced over and above the cashless system which gets defunct after sometime for non-payment of Hospital Bills. On the above issues GM(Admn.) assured to issue instructions to CGMs from Corporate Office within this week time. 2. Corporate office should specifically issue fresh instructions to all concerned including zonal ITPCs for following provisions of the order of 2007 on free calls to concessional Telephones. We have approached the GMs of ITPC but they want clarification from Corporate Office. In this regard GM(Admn.) appreciated our concern and assured to send a letter to CGM ITPC with respect to their discussions to issue clarification from Corporate Office shortly. 3. For preparation of the package tracking outdoor medical bills, only 5% of the work done in ITPC Pune in last 3 months. Unless a strict instruction is issued they may take more time. The job should be completed by August 2016. Before implementation, a demo may be given to us for any modification for more usefulness of the pensioners. GM(Admn.) informed that he has already discussed the matter with CGM ITPC Pune and the work for preparation of the package tracking outdoor medical bills is in progress and CGM ITPC has assured to complete the package within 2-3 months time. However, GM(Admn) further assured to discuss the matter with CGM ITPC for an early action. 02.08.2016: GS discussed with PGM(BW) regarding consideration of tenure / request transfers of SDEs(Civil) from hard tenure Circles. PGM(BW) mentioned that the CPC minutes from JTO(Civil) to SCE(Civil) Promotions has been sent to the competent authority for approval to fill up about 50 SDEs (Civil) vacant posts. He assured that at the time of posting on promotion all the tenure / request transfers of SDEs(Civil) will be considered. GS met Jt.GM(Pers) on 02.08.2016 and discussed regarding- a) Consideration of requests for modifications of posting orders on promotions to DGM & accepting declination- We extended thanks to Dir (HR), GM(Pers) and Jt. GM(Pers) for consideration of requests for modifications of posting orders on promotions to DGM & accepting declination. Jt. GM(Pers.) appreciated our concern and mentioned that on genuine grounds all the cases have been considered. b) CPC from JTO(Civil) to SDE(Civil)- We requested to give clearance to the CPC minutes from JTO(Civil) to SDE(Civil) sent by PGM (BW). JT. GM(Pers) confirmed that the CPC minutes has been received 2 days before in Pers Cell and within this week the clearance will be given to BW Unit for issuing the promotion orders. c) CPC from SDE(E) to EE(E)- Jt. GM(Pers) informed that the CPC work is in progress in CPC Cell, shortly CPC will be expedited but the promotion orders will be issued after getting the clearance from Hon’ble PB CAT New Delhi. He assured an early action in this regard. Meeting with GM (Pers) on 29.07.2016: TELEWAVE 44 JULY-2016
