appealed all the Branch Secretaries of AIBSNLEA to immediately send the list of AIBSNLEA members of officiating JTOs to AIBSNLEA CHQ for further submission to the BSNL Management to produce before the Hon'ble PB, CAT. CPC from JTO to SDE (T): Regarding this GS apprised that about 6600 posts are vacant. As soon as the stay order is vacated from the Hon'ble High Court Kerala, the CPC will be expedited and promotion order will be issued if all things goes in right direction. Regarding Educational Qualification for Promotion of EE (Civil/Electrical): GS apprised the house how the AIBSNLEA's consistent efforts yielded result in getting released order regarding educational qualification for promotion to the grade of EE (Civil/Electrical). AIBSNLEA was continuously trying to ensure that the diploma qualified JTOs/SDEs of Civil/Electrical/ Arch Engineering Wing are allowed to get promotion to the grade of EE(Civil/Electrical/Arch.). AIBSNLEA will ensure to get expedite CPCs to fill up vacant EE(Civil/Electrical/Arch.) around 240 in Civil and 100 in Electrical Wing immediately. Association is pursuing hard for filling up of the vacant SE(C & E) and SDE(C) vacant posts. The proposal to fill up SE(C) & EE(C) vacant posts has already been processed & have been approved. Now, the CPCs are being initiated. We hope for filling up all vacant SE(C), EE(C) and SDE(C) vacant posts. Antedating of Pay: GS informed that our association is of the view to restore the initial orders of BSNL Corporate Office allowing antedating of pay to seniors with respect to their juniors. The later date order is not giving any pay protection to seniors with respect to their juniors in true sense. Regarding CPCs in Finance and Telecom Wing: GS informed that the association had taken up the case with GM (FP). GM (FP) has informed that the concerned officers from Haryana Telecom Circle dealing the court case have been asked to attend Corporate Office to discuss the matter and thereafter AGM (SEA), BSNL CO will visit Chandigarh to take the clearance from the Hon'ble CAT Chandigarh to expedite the CPCs from AO to CAO and JAO to AO. He further mentioned that the SEA Cell has been directed to initiate CPC from JAO to AO, DGM (F- Adhoc) to DGM (F-Regular) and CAO to DGM (Finance) immediately. He further mentioned that the similar action will be taken w.r.t. JTO (T) to SDE (T), SDE (T) to DE (T) promotions also. The DE to DGM Promotions are under consideration. PPS posts in field units: Our association is trying hard for creation of PPS posts in field units. The matter is lagging as some of the circles had not send the vacancies status. Regarding Restructuring of AD (OL) cadre: On the Notional Pay fixation w.e.f. 1.10.2000 to all upgraded pay scales and some other issues, our association is pressing time bound action. The committee constituted under the Chairmanship of Shri Harsh Wardhan Addl. GM (CP&M), BSNL C.O. has submitted the report to the competent authority to revise the pay scale of Rajbhasha Adhikari at par with SDE/AO scale. But the committee report is pending with the GM (Pers.) for more than 8 months without any decision. We have demanded to restructure the cadre by change of designation as AD(OL) and to ensure promotions up to DD (O/L) STS grade. Assurance from Management is given to process the Committee report to settle the issue within one month time. Payment of Rs.1,250 crore as subsidy from USO Fund: Regarding this he mentioned that the Telecom Commission has approved Payment of Rs.1,250 crore to BSNL as subsidy from USO Fund and now it will go for the approval of the Cabinet. 78.2% IDA merger to the pensioners: Our Association has brought to the notice of the Secretary, DoT that the Department of Expenditure has not so far sent its comments on the Cabinet Note. The Secretary, DoT has directed the Member (Finance) to Send a DO letter with his signature for early comments to the Secretary, Department of Expenditure immediately. He also assured that the Note will be sent to the Cabinet expeditiously. Calculation of pension contribution: This demand is not yet settled and that pension contribution is still being calculated on the maximum of the pay scale, instead of on the actual basic pay. We demand to rectify this which can reduce huge financial burden on BSNL. Transfer of Assets: Regarding transfer of assets not much development has taken place on this issue, since the discussion that took place on 01.05.2015. DoT is taking over BSNL's buildings and lands in many places. We demand that all needful steps should be taken for the immediate transfer of entire assets to BSNL. TELEWAVE Page-66 AUGUST-2015
