Prahlad Rai in a very impressive & commanding speech covered all the issues from viability of BSNL to the organizational matters detailed below: Regarding Impact of New Schemes on BSNL: Com. GS informed the house that during the last Financial Year only 8 lakhs mobile connection were added in all India but after launch of these schemes there is a jump of 36% in this segment and during May 2015 it is increased to 11.6 lakhs. Now during the July 2015, it has already crossed 15 lakhs connections. And there is a scope of further increase in this segment up to 30 lakh connections. Regarding MNP, the port-in which was earlier negative has now converted into positive up to 1 lakh line per month. With these developments the revenue will also increase shortly. Before launching of these schemes in All India the disconnection was 1.20 lakh per month. Now up to 15th July 2015 the disconnection is reduced to 40-45 thousands. Also Ten (10) Telecom Circles A & N, Assam, Chennai TD, Haryana, Jharkhand, J&K, NE-I, Punjab, Rajasthan and Tamil Nadu are coming to positive side. Regarding franchise policy, he told that franchise premises is to be visited daily by Managers (SDEs/JTOs) and Retail outlets by the concerned TTAs/TMs. Merger of BSNL and MTNL: On this issue he mentioned that a final decision will be taken only by the Government. However, he hoped that government decision will be in the interest of BSNL & MTNL. Agitation Programme of AIBSNLEA & AIGETOA: As per the assurance given by CMD, BSNL in response to the Notice for the organizational program, meeting of United forum of Executives was held With the CMD BSNL and in the presence of Director (HR) on dated 13.07.2015, CMD BSNL directed Director (HR) to have detail discussion on all the issues for time bound resolution. We understand that our all the HR issues are now on right track and definitely be resolved in due time. Pay fixation of JAOs(Deptl)(40% quota): Com. GS mentioned that the AIBSNLEA consistent efforts ultimately yielded result in getting released order regarding pay fixation of JAOs(Deptl)(40% quota) of 2010 Batch arising out of Non-Executives' Wage revision orders dated 7.5.2010 and subsequent clarification dated 18.5.15 Refund of BWA Spectrum: Regarding this Com. GS informed that from reliable sources it is learnt that BSNL has received a sanction of Rs. 830 Crores against BWA Spectrum refund. AIBSNLEA along with Forum was pursuing it since long. JTO To SDE Promotion: JTO-SDE promotion case in Hon'ble Kerala High Court was heard 23.07.2015 but due to lack of time postponed for further hearing on 27/7/2015(Monday) & now posted for 29.7.15. Mobile Data / GPRS service to BSNL executives: GS expressed his concern over delay in issuing the orders for providing Data / GPRS on service mobile connections of BSNL executives despite the directions given by CMD. GS mentioned that the proposal was processed to the concern sections of BSNL Corporate Office wherein Internal Finance has given clearance mentioning no additional financial implications and now GM (Admn) will discuss the matter with Director (CM) Shortly for approval. We hope an early action in this regard Free calls to pensioners: Free calls to pensioners in their concessional telephones should be regularized as per BSNL CO order dated 12.07.2007 which should be 500+220 free calls, as presently allowed to ordinary subscribers as free calls, instead of 500 +50 calls, as was allowed to ordinary subscribers as free calls earlier and Extension of night calling facility to concessional phones to pensioners and also service connection to employees. On both the issues the matter is under consideration and as per the earlier letters of our Association proposal has been mooted to the competent authority for consideration and approval. FR 22-1(a)-i pay fixation to Officiating JTOs: Regarding Implementation of Hon'ble CAT, PB, New Delhi's judgment in OA No. 3883/2014, MA No.3364/2014 and MA No. 2265/2014 - Fixation of pay under FR- 22(1)(a)(i) to the members of AIBSNLEA, our association is shortly submitting the list to BSNL Management.
