4. 5th Circle Conference of AIBSNLEA UP (East) Circle held on 11.08.2015 at Lucknow: The 5th Circle Conference of AIBSNLEA UP (East) Circle was organized on 11.08.2015 at the Umanath Bali Prekshagrh, Lucknow in a grand manner. The Conference was attended by Shri Prahlad Rai, General Secretary AIBSNLEA and Sh. Devesh Sharma, Organizing Secretary (North) from AIBSNLEA. Hon'ble Governor Uttar Pradesh Shri Ram Naik was the Chief Guest in the Conference. ED (NB) Shri Ashraf Ali Khan attended the Open Session on behalf of CMD BSNL. CGMT UP (East) Circle Shri H.R. Shukla presided over the Open Session. PGMTD Lucknow Shri R.C. Rai attended the OPEN SESSION as Guest of Honor. The theme of the open session was 'The role of BSNL in Digital India Plan'. Circle Secretary AIBSNLEA UP (East) Shri A.K. Singh welcomed all the dignitaries. All the dignitaries on the dais were warmly welcomed by presenting bouquets and mementoes. He mentioned the BSNL's tremendous role in overcoming the natural calamities in Uttarakhand and J&K. He also mentioned that the BSNL role is very important for making 'Digital India' a reality in true sense. He apprised the role of AIBSNLEA Circle body in resolving the issues of the Executives' of UP (East) Circle. He thanked the CHQ for its tireless efforts for resolving the UP (East) Circle Executives' problems. At last he welcomed all the distinguished guest for their esteemed presence in the Circle Conference. The President of the Open Session CGMT UP (East) Circle Shri H.R. Shukla in his address thanked AIBSNLEA UP (East) Circle to invite him in the grand Open session with mammoth gathering of Executives'. He mentioned that the Seminar's topic i.e. 'The role of BSNL in Digital India Plan' is very good in the present scenario as this is the dream project of the Hon'ble PM. He informed that BSNL has suffered in mobile segment due to the late launching of the mobile services and due to BSNL, only the mobile services has been reached in the hands of the common people. He further informed that the goal of the Digital India project is to provide e-medicine, e- education and e-commerce services to the common people. He informed that in first phase of NOFN, 14474 Gram Panchayats are to be covered in UP (East) out of the total 37455 Gram Panchayats. He informed that the Optical Fibre has been laid in 4500 Gram Panchayats in UP East. He informed that in Lucknow, Kanpur and Varanasi the new and advanced mobile network has been set up and the same is under progress in Allahbad, Jhansi and Gorakhpur. He appealed all to work on Diesel saving and Timely redress of the complaints, as told by Hon'ble MoC&IT. He informed that UP (East) Circle has provided more then 1,90,000 mobile connections in last month and the target of this month is more then 2,50,000 connections which will be certainly achieved. At last he congratulated AIBSNLEA for the grand success of the open session. GS AIBSNLEA, Com. Prahlad Rai, congratulated the comrades of AIBSNLEA UP (East) Circle for the successful holding of Circle Conference and thanked the comrades for their grand participation. He extended a warm thanks to Hon'ble Shri Governor Uttar Pradesh Shri Ram Naik for sparing his valuable time for the Circle Conference. He mentioned that the Digital India can be formed by only the Digital Empowerment of its citizens. He mentioned that Digital India plan includes the advanced features for the Citizens like, storing of Digital Documents, Online registrations, e-medicines, Digital signature, Next Generation networks, converging of voice and data. For achieving the same, BSNL is playing a vital role in NOFN project. He mentioned that on the first hand BSNL is laying NOFN across the country which is going to be used for Digital India. This NOFN is going to connect 2,50,000 Gram Panchayats by 2016. This NOFN is going to be used for e-governance on the first hand. Later the same infra can be used for Digital Locker, e-education, e-commerce and e-health etc. Due to the same, education will be available to the poorest and remotest person and all the information will be in hand and easily accessible. Com. GS mentioned that the BSNL is contributing a lot in Digital India Plan by its prestigious NOFN project in which 2,50,000 Gram Panchayats will be connected by 100 Mbps connectivity. He informed that the present tele density has been achieved only due to BSNL. Com GS also mentioned that the present trend of the declining profit is a serious concern for all of us and there is a great need to think over it. Com GS mentioned that all the dues of BSNL i.e. ADC charges etc should be cleared immediately by the Government. He appealed Hon'ble Governor Uttar Pradesh Shri Ram Naik to use his good office for the same. Com GS informed the house that the impact of new night calling and roaming free schemes is very good in the growth of BSNL in terms of the revenue enhancement. Com GS Stressed on the need of customer delight-ness in BSNL. Com GS further explained the status of HR issues related to mainly CPCs from DE to DGM, CPC of SDE to DE(Regular), JTO to SDE by seniority, JTO to SDE by LDCE, JAO to AO, AO to CAO, CAO (Adhoc) to CAO (Regular), DGM(Adhoc) to DGM (Regular) & CAO to DGM(F), DPC in Civil/Electrical wing, Restructuring of TELEWAVE Page-63 AUGUST-2015
