the Night Free Call and Free Roaming schemes is being regularly reviewed by the Forum, through it’s interaction with the CMD BSNL and Director (CFA). As per the information given by the CMD BSNL, in the review meeting held on 24.07.2015, the number of mobile connections given by BSNL stood at 11 lakh and 15 lakh in the months of June and July, 2015, respectively. Whereas, the number of mobile connections given before the implementation of the Free Roaming, i.e., in the month of August was only 8.6 lakh. Similarly, due to the introduction of the Night Free Call scheme, surrender of landlines has got reduced to 30,000 to 40,000 per month. Before the introduction of the Night Free Call scheme the surrender was 1,20,000 landlines per month. Further, it is reported that 10 circles have turned positive in the landline segment, after the implementation of the Night Free Call scheme. All these details show that with more effort we can definitely achieve the revival of BSNL. Sub: - Holding of demonstrations on 12.08.2015, protesting the decision for formation of a Subsidiary Tower Company – reg. We have learnt through the print media that the Cabinet has given it’s approval on 05.08.2015, for the formation of a Subsidiary Tower Company, by hiving off the 65,000 mobile towers of BSNL. The entire Unions and Associations, under the banner of the Forum, have been expressing their stiff opposition to the proposal of forming a Subsidiary Tower Company. The view of the Unions and Associations on the matter, has been amply articulated to the BSNL Management, as well as to the DoT, in a number of interactions that have taken place. The Unions and Associations of BSNL are of the firm opinion that hiving off the mobile towers to a Subsidiary Tower Company will definitely weaken BSNL. There is a genuine apprehension in the minds of the Unions and Associations, as well as in the minds of the employees as a whole, that the formation of the Subsidiary Tower Company is being done only with the ultimate objective of privatising it. The entire BSNL Non-Executives and Executives have expressed their total opposition to the formation of the Subsidiary Tower Company, through the two day strike that took place on 21st & 22nd April, 2015. It is unacceptable the government has brushed aside the reservation of the employees and has given it’s approval to the formation of the Subsidiary Tower Company. I wish to inform that the entire employees of BSNL will hold nationwide demonstrations on 12.08.2015, to express their strong protest to the decision of the Cabinet. GS and CS AIGETOA BSNL CO met ED (NB) on 19.08.2015 and discussed regarding early submission of the committee report on revised E2 - E3 pay scales to JTO and SDE equivalent cadres and introduction of CPSU cadre hierarchy vis -a- vis present promotion policy. ED (NB) informed that the committee report on E2 and E3 IDA pay scales as replacement pay scales of E1A and E2A pay scales has been finalised and the committee report on introduction of CPSU cadre hierarchy is being finalised in terms of change of designation on functional basis up to DE level and time bound promotion up to DGM grade with change of designation ie. DGM holding charge and DGM promotion on functional basis against available DGM posts and also Time bound promotion up to SG-JAG level on the interval of four to six years on Ist promotion ie. JTO to SDE and subsequent all the promotions after 5 years of service. The committee report is expected to be submitted shortly to the competent authority for consideration and further necessary action. In case the committee recommendations are accepted by the BSNL MC and approved by BSNL Board and DOT, these may be implemented. This process may take minimum six months time in case every thing goes smooth. The third item of First time bound promotion after 4 years service in all the cases will automatically be settled on implementation of CPSU cadre hierarchy. 2. Joint committee meeting on CPSE cadre hierarchy on 13.08.2015: Joint committee meeting on CPSE cadre hierarchy was held today and conclusive discussion took place.
