Arbitrary modifications/classification on settled soft tenure transfer policy- our protest against. (Ref: No.400-36/201 1 -Pers. I (Pt) dated 9th December.201). We are constrained to inform you that Pers cell of BSNL C.O.in the above cited reference has issued clarification on soft tenure transfer Policy which is an arbitrary act to modify and diluting the settled/agreed soft tenure transfer policy. The soft tenure transfer Policy was formulated with the agreement/ consent of all the Executives Associations to ensure for filling up of the vacant executives posts in the soft tenure/un popular stations of the Telecom Circles wherein, in case, one executive serves even from the same circle to that soft tenure station of the Telecom circle for a period of 3 years that executive will be exempted from intra /inter circle tenure transfer liability. Hence, the executives got inspired to serve in these soft tenure stations from the same circles also. But now with the above referred letter clarifications no executive will prefer to serve in these soft tenure stations rather they will prefer to get their tenure transfer to some other circles under inter circle transfer policy to have the break in their stay period in the circle. In this manner this soft tenure transfer policy has been defeated by Pers. Cell in an arbitrary manner. Earlier soft tenure transfer policy was approved by the BSNL Board itself which has now been diluted by Pers. cell without the approval of the BSNL Board. In view of the above, it is therefore requested to kindly withdraw the referred arbitrary clarification on soft tenure transfer Policy to encourage executives from the same circles to opt for serving in the soft/unpopular stations of the Telecom Circles in the interest of BSNL. Misbehavior with lady officer of Kerala Telecom Circle. - Action demanded as per guidelines prescribed by Government of India for dealing with cases of Harassment of women at workplace- reg (Reference: This Association letter No. AIBSNLEA/CHQ/CMD/2015 dated 11.9.2015 addressed by name of to CMD, BSNL ) Your kind attention is invited to our letter cited above by which an incident of fatal harassment of womanhood occurred in the office of CGMT, Kerala on 1-9-2015, was brought to your immediate notice. An official meeting conducted by CGM, Kerala on 1-9-2015 was sabotaged by a group of striking employees who invaded in to the conference hall. Smt. V.K.Shobha, SDE (PR&C) a member of this association (formerly Secretary of AIBSNLEA Circle Office Branch at Trivandrum) was an official participant of the said meeting. The pre-planned strikers in an offensive mood advanced towards the lady officer as a gang and heinously abused her with sexually colored remarks in obnoxious words and extremely filthy gestures. She was narrowly escaped on that day from an attempt of physical assault by this gang. The misdeed on the part of the group of employees invaded in to the conference hall who abused our lady member amounts to (1) violation of discipline to be charged under BSNL CDA rules (2) criminal offence TELEWAVE Page-8 DECEMBER-2015
