ALLOWING FREE CALLS AS PER BSNL ORDER IN CONCESSIONAL TELEPHONES: Free calls allowed in the concessional telephones are 500+50 calls which should be 500+220calls to BSNL as per order of BSNL dated 12-07-2007. We requested that the orders to this effect may kindly be issued immediately. Further, the free calls allowed should be the call made in local and national networks. GM (Admn) informed that the matter is under consideration and shortly necessary orders will be issued d. ALLOWING NIGHT CALLING FACILITY IN CONCESSIONAL TELEPHONES: The free Night Calling Facility as introduced in land phones has not been extended to concessional land phones for pensioners which are not coming under service telephone category. We requested that this may kindly be introduced for the concessional land phones for pensioners also. GM (Admn) informed that matter is under consideration and shortly necessary orders will be issued e. TRANSFER OF SERVICE BOOKS OF BSNL PENSIONERS TO DOT CELLS AFTER RETIREMENT: After retirement all BSNL pensioners draw their pension from DOT. All further pension revision etc. are to be carried out by DOT cells of respective CCAs. Hence it will be appropriate to transfer the custody of the Service Books to DOT for proper maintenance. It may be noted that DOT cells are maintaining the service books electronically for safety and security. GM (Admn) informed that matter is under consideration in the Establishment Cell of BSNL C.O. 5. GS, FS met GM (FP) on 30.05.2016 and discussed- a. CPCs from JAO to AO and AO to CAO – We requested to get the legal clearance on Court cases of AO to CAO and JAO to AO so that CPCs can be expedited. GM (FP) mentioned that the case has been sent to GM (Pers) BSNL C.O for giving clearance to file Writ Petition in the Hon'ble High court as per the advice given by ASG. He advised to take up the matter with Pers Cell. b. CPC from CAO to DGM (Finance):- We requested to initiate CPC from CAO to DGM (Fin) to fill up about 200 DGM (Fin) vacant posts. GM (FP) mentioned that after taking the MC approval on one time relaxation on the eligibility condition the Case has been sent to the competent authority to initiate CPC. He assured as soon as the approval is received CPC will be initiated. c. Diversion of 50% MT quota CAO posts to seniority quota – We requested to include the 50% MT Posts diversion case in the next BSNL Board meeting agenda. GM (FP) assured to discuss the matter with Director (Fin)/HR and Sr.GM (legal) to include in BSNL Board meeting agenda. 6. Meeting with CMD, BSNL on 30.05.2016: GS met CMD BSNL and handed over the deferment of organizational actions programs of United Forum of AIBSNLEA & AIGETOA and requested for the settlement of the issues in the timeline given by implementing the decisions taken in the meetings. CMD assured to look in to the matter. 7. Core Committee of Forum of BSNL Unions/Associations meeting with CMD BSNL on 30.05.2016: CMD, BSNL hold a meeting with the Core Committee members of Forum of BSNL Unions and Associations to apprise about the launching of new Service ‘FTH' (Free to Home) today at 12.30 by Hon'ble MOC & IT. He explained that this FTH is a very important Service to BSNL's Mobile/land line customers. It has call diversion facility from mobile to land line telephone on free of cost. By this the internal coverage problem will be solved. The present GSM equipment is compatible with this facility. Biggest green roll out –solar is also taking place. He further informed that this FY 2015-16 the BSNL turn over has crossed 30000 crores. The operative profit of BSNL is more than 2000 crores. The core business revenue has increased by 3%. The losses due to free Roaming Charges (~- 150 crores) and night free charges(~- 200 crores) have been recovered due to increase in B/B and FTTH connections. CFA is positive by 2% and CM is also 2% + ve. The EB growth is 42%. Last quarter the BSNL is number one in growth in Telecom Sector as per TRAI report. In Phase 8.4 of 31 million GSM equipment has been planned i.e. Replacement of 2G and adding 3G and 4G Rs.5000 crores is estimated CAPEX.
