It was assured in the meeting with BSNL Unions and Associations that the arrears shall be paid when BSNL starts making profit. In view of the Operational Profit of the company, it is requested to pay the allowances at IDA basic pay with 78.2% fitment forthwith. I would like to request to go through the following issues related to viability of BSNL and necessary steps to be taken up for the growth of BSNL 1. Impact of “enhancement to landline monthly rental: It is observed that the surrender in landline connections has drastically been increased after implementation of enhanced landline rental. Medium and small exchanges in rural areas have been affected the most. It is apprehended that BSNL landline may totally be wiped out from rural areas, if this enhanced rental is continued. BSNL CO may review this proposal after a thorough case study. 2. Provision/ Expansion of GPON OLTEs in all major/ medium size cities for providing FTTH services: It’s a fact that FTTH service is gaining popularity wherever these are provided. However, further expansion/ installation of additional OLTEs have not been possible due to dearth in GPON equipment and optical fibre cables. Expansion of FTTH services to all major/ medium size cities of the country is the need of the hour as this may prove to be very vital to curb the likely threats from Reliance JTO and Airtel 4G. BSNL entering in to “Direct to home/ d2h” Services: Considering it’s pan India presence, BSNL may explore entering in to “Direct to home/ d2h” business. BSNL is present at every nook and corner of the country. We have the network, man power and skill to start the business from the day one. We can provide voice, data and cable TV on both optical fibre and RF. BSNL can draw optical fibre cables on electric poles by signing MOUs with state electric companies at Circle level. 3. Provision of ILL/ PRI on RF: BSNL may start providing ILL on RF. This will help providing high value circuits in non-feasible areas without delay. 4. Expansion of WIMAX services and revival of WIMAX AMC: There is a tremendous potential for WIMAX services both in urban and rural India. However, BSNL has failed to capture this market due to lack of a clear policy. BSNL should start expanding WIMAX services and revive the AMC contract for equipment and CPE maintenance. In view of the above, we would, therefore request you to kindly intervene in the matter and direct the concern units to take immediate necessary steps in the interest of BSNL. (Copy endorsed to 1.
