EDITORIAL 658 DE to DGM Promotion orders issued – A History Created! After a long wait of two and half years finally the BSNL Corporate Office issued 213 DGM promotion orders on 04.03.2016 on the basis of existing TES group B' seniority lists I to V of year of recruitment where in the DEs up to the JTO Recruitment year 1978 and qualified in the years 1985 and 1987 have been promoted. About 600 DGM vacancies were still lying vacant against that the CPC work was in progress which was to be expedited before 31st March 2016 and the DE to DGM Promotion orders were to be issued before 31st March 2016 as assured by CMD BSNL. The TES group 'B' seniority case on Rule-206 implementation as also recommended by expert committee and submitted to the Hon'bleApex Court. The case was posted for hearing on 16th March for hearing in the Hon'ble Supreme Court. On 16th March 2016 in the Court No. 6 at Item No. 1 Hon'ble Mr. Justice Fakkir Mohamed Ibrahim Kalifulla and Hon'ble Mr. Justice S.A. Bobde heard the case on TES Gr."B" seniority wherein the 147 LDCE quota SDEs Senior advocate Mr. Saran demanded contempt against the recent 213 DGMs promotion orders. Hon'ble Apex Court after hearing the arguments didn't admit the contempt application mentioning that the 213 DGMs promotion orders have been issued subject to outcome of the court case and there is no stay order on promotions and this case is pending for hearing here in the Apex Court . The senior advocate of 147 SDEs further pleaded to decide the case along with the Rule-206 seniority case. But the Hon'ble court didn't agree on the plea and adjourned the court. Other side advocate Mrs. Rani Chhabra demanded de-tagging of the 147 SDEs seniority case from the Rule-206 seniority case. The next date of hearing was decided as 18th April 2016. Since, the contempt of the court against the DGM promotion is not admitted in the Hon'ble Apex Court, now BSNLmanagement continued to fill-up all the vacant DGM posts. After dismissal of the Contempt Petition in the 147 (LDCE) quota SDEs seniority case in the Hon'bleApex Court the BSNL Corporate Office implemented TES group 'B' I to XVII TES Group 'B' Seniority list in the DE to DGM promotion order. The 147 (LDCE) quota SDEs seniority case SLP is still pending in the Hon'ble Supreme Court, the next date of Hearing is yet to be pronounced. After getting clarity from the Hon'ble Apex Court the fate of these 147 SDEs will be decided Release of promotion orders for 213 DGMs is the outcome of the sustained and untiring efforts of AIBSNLEA for the last 2 ' years in getting released the DE to DGM promotion order. During the period many developments has taken place in view of litigations, legal opinion for Sr. GM(legal), BSNL's senior Advocate and Additional Solicitor General (Govt of India) on TES Group 'B' seniority lists and then the final view is taken by BSNL management. Finally, AIBSNLEA succeeded in convincing the management on the basis of the available Hon'ble court judgements and got released the DGM promotions. It was our endeavor to ensure to fill up all vacant DGM posts before 31st March 2016 as ensured by CMD BSNL. All the circle and Branch secretaries were requested to ensure immediate dispatch of APARs/VCRs of the eligible DEs to BSNL C.O before 10th March 2016 to expedite CPC on 16th March 2016 itself and they responded in positive manner. The 2nd CPC was initiated to fill up 587 vacant DGM Posts. About 148 DEs cases could not be considered due to ineligibility of required service. About 58 DEs cases could not be assessed due to non-availability of ACRs. However, 58 DEs promotion orders will be issued subsequently on receipt of the required documents immediately. During this month 213+445=658 DGM Promotion orders have been issued against 800 vacant DGM Posts AIBSNLEA made its sincere efforts in collecting the missing APARs/VCRs and the information regarding date of joining in Adhoc/Regular DE promotion of the eligible candidates. The Personal cell staff also vigorously works to expedite the CPC. The Chairman CPC Sh. Pandey ji PGM (Radio) BSNL C.O., Shri S.S. Aggarwal GM(EB), GM(Pers) and CLO BSNL C.O. were very positive and dedicated to expedite the CPCs. All these developments took place only when our CMD desired to fill up the vacant DGM posts immediately and thereafter Director (HR) and GM (Pers) did their best to expedite CPCs and to issue promotion orders on fast track manner i.e. two big promotion orders numbering 658 within a month time. We are extremely thankful to CMD BSNL for honoring the commitment and Director (HR), GM (Pers), Jt. DGM (Pers), DGM (Pers-II) AGM (P-I), AGM (CPC), other Pers. Cell staff members, Chairman CPC PGM(Radio), GM (EB), CLO BSNL C.O., Sr.GM (legal), AGM (Legal), CVO BSNL C.O. and all Circle Heads in expediting CPCs and issuing DGM promotion orders. Once again our sincere thanks to CMD, BSNL, Director (HR), GM (Pers) and whole Pers. cell staff for their positive approach in issuing promotion orders. Shortly promotion orders of the left out cases will also be issued on receipt of VCRs /APARs. Now, it is our turn to reciprocate in positive way by devoting more in our duty to earn more and more revenue for BSNL. Also newly promoted DGMs should exercise their authority in decision making manner for the growth of BSNL. TELEWAVE 3 MARCH-2016
