In Rajasthan and Tamilnadu Circles 18 (4+14) of JAO Part II qualified candidates in the stipulated standards are awaiting for their absorption. So many precious years have passed away and their requests are not yet considered and the inordinate delay has its own impact. More over the vacancies declared for the JAO Part II, under 40% quota FOR THE EXAMINATIONS OF 2009 & 2012 were only in TENTATIVE NATURE and not year wise as stipulated for Competitive Examination. In this situation it is requested that before the conducting the ensuing JAO LICE examination under new syllabus, the required number of vacancies, in the respective circles, in the cadre of JAO, where the litigations have arosen/ candidates are affected due to notifications on TENTATIVE NATURE OF VACANCIES, may kindly be kept as reserved, keeping in mind to avoid the crisis, if any which may arise in future, otherwise it will force the deprived applicants to resort in the second round of litigation which is an avoidable one. We hereby submit our request to kindly consider all these factors and render the relief measures as one time relaxation to the candidates of qualified but not selected candidates of Rajasthan and Tamilnadu Circles. Subject: Request for relieving on deputation of SDE© to Ministry of Health- Case of Sri Sanjay Kumar Mohanty, SDE©, Odisha Circle -reg We would like to bring to your kind notice about the flip-flop action of the personnel section of the Corporate Office in respect of deputation case of one SDE (C) namely Sri Sanjay Kumar Mohanty, HRMS No.199406961 of Odisha Circle. The chronology of the event will make it clear about the unsteady actions which are given below: 1. The office of the PGM(BW), CO granted “ No Objection” in respect of Sri Sanjay Kumar Mohanty, SDE© for deputation to the Ministry of Health, New Delhi for the post of Executive Engineer, AIIMS at Bhubaneswar. Date-06/11/2015 (Copy enclosed). 2. The office of the PGM (BW), CO forwarded the application of Sri Sanjay Kumar Mohanty, SDE© to the Ministry of Health, New Delhi. Date-06/11/2015 (Copy enclosed). 3. The office of the PGM (BW), CO conveyed to the Ministry of Health, New Delhi that the Vigilance Clearance of the officer as granted for deputation. Date-01/12/2015 (Copy enclosed). 4. Sri Sanjay Kumar Mohanty, SDE© appeared in the interview at New Delhi on his own cost. Date- 01/12/2015 5. The Ministry of Health, New Delhi issued the appointment letter in favour of Sri Sanjay Kumar Mohanty and conveyed it to the office of the PGM (BW) with a request to relieve him in case he accepts the offer. The SDE© happily accepted the offer and conveyed his willingness in writing. Date- 28/01/2016 (Copy enclosed). 6. The CE©, BSNL Civil Odisha Zone, Bhubaneswar recommended the case to the office of the PGM (BW). Date-08/02/2016 (Copy enclosed). 7. Then the case was processed by the office of the PGM (BW) to the Personnel Section of the Corporate Office for relieving of Sri Sanjay Kumar Mohanty. 8. The case was also pursued by AIBSNLEA with the personnel section to relieve the officer on deputation. 9. To our utter surprise the case was sent back to BW unit, on 04/03/2016 with a remark to wait till finalization of deputation policy of BSNL. Do they think that the Ministry of Health will wait until BSNL promulgates a new policy? Or do they envisage that new policy will not allow deputation in violation of DOPT guidelines?
