The proposal for making Intra Circle Roaming (ICR) agreement with the Reliance JTO was discussed in detail. The meeting is of the opinion that BSNL should enter into ICR agreement with the Reliance JTO only if it is beneficial to BSNL. It is decided that Forum should write to the CMD BSNL, demanding that all the details should be shared with the Forum, before any agreement is signed with Reliance JTO. D. Meeting with the Hon'ble Minister of Communications. It was decided that the Forum should seek a meeting with the Hon'ble Minister of Communications on the issue of BSNL's pension contribution to the government. E. Meeting with the Secretary, DoT. It was decided that the Forum should seek a meeting with the Secretary, DoT, on the issues related to the revival of BSNL. FORUM WRITES 1. Subject : Requesting to revise allowances based on 78.2% IDA merger and restoration of LTC – reg. The Forum meeting, held on 04.03.2016 has decided to demand the following. (a) Revision of allowances, based on 78.2% IDA merger. The wages of BSNL employees stand revised based on 78.2% IDA merger, vide BSNL letter no.1-16/2010- PAT(BSNL) dated 10.06.2013. While signing the agreement with the Forum, the Management has assured that it would look into the demand for revision of allowances based on 78.2% IDA merger subsequently. However, even after the lapse of more than two and half years this demand has not been accepted. Meanwhile, a lot of improvement has come in the financial position of BSNL, for which the employees are contributing in a major way. Hence, we demand that the allowances of the employees should immediately be revised based on 78.2% IDA merger. (b) Restoration of LTC. It is more than 5 years, since the LTC facility of the employees is frozen. Hence, it is time for BSNL Management to restore LTC to the employees. It is also not out of place to state here that, the ITS officers on deputation to BSNL, are being allowed to avail LTC. Thus, when LTC is being allowed to one section of the officers, it is unfair on the part of the Management to deny the same to others. Hence, it is strongly demanded that LTC may immediately be restored to all the employees. Kindly recollect the discussions that the Forum has already had with you on the subject. A meeting of the Forum was held on 04.03.2016. In the meeting, apprehensions were expressed with regards to the benefits that would come to BSNL, through the proposed ICR agreement with the Reliance JTO. After in depth discussion, it is resolved in the meeting to convey to the Management that, BSNL should proceed to have an ICR agreement with the Reliance JTO, only if it is beneficial to BSNL. You have already assured that the Forum would be taken into confidence, before ICR agreement is signed with the Reliance JTO. In view of this, we request that the Forum may kindly be informed of the status of this issue.
