Diploma/Engineering Degree during 2000 and spent 11 years of service as TTA for the growth of BSNL. Their major learning’s were from departmental technical aspects rather than their academic side. As per the RR 2001, the eligible service condition was 7 years for JTO Internal Exam. If the Exam is conducted in time, they would have been passed the Exam in 2009 itself. Unfortunately the exam was not conducted in time due to so many litigations and finally the exam was conducted on 02-06-2013. For the Direct recruitment of JTOs, the exam has been conducted on the same date with common question paper in all circles, but unfortunately the JTO LICE Exam held on same date (02-06-2013) in all circles but with different question papers for different circles. Apart from that, it is learnt that many questions are ambiguous and which makes the candidates to get afraid for answering the questions since there is negative marking. After the exam, the candidates appeared in the Exam have represented about the ambiguous questions individually to CGM TN Circle with a request to award grace marks. It was reported by the candidates that around 91 questions were found ambiguous and it shows the quality of the question paper. After a long struggle the result were declared on 14-08-2015. As per the revised key which was published after the declaration of the results on 17-08-2015 , only 2 questions from Part A and 8 questions from Part B were declared as ambiguous and compensated by awarding 10 grace marks. As per Honorable Odisha CAT verdict, any competitive exams with negative marking should have a clear question paper without any ambiguity and if found it must be compensated with grace marks. Moreover the verdict categories the ambiguities as wrong questions/ambiguous questions/ no option available questions / two answers questions / questions having printing mistakes i.e Typographical error. It is learnt that the Expert committee constituted for reviewing the ambiguities in the question paper had reported 13 questions were found ambiguous and it should be compensated with grace marks. But it was compensated with only 10 grace marks. Typographical errors (Printing mistakes) are observed in the below mentioned 10 questions: Sl. No. Section Question Number 1. Part-B 10 2. Part-B 99 It is noticed from the Committee Report obtained CGM TN Circle through RTI, the Committee has recommended only 3 grace marks for the question No.12,15 &34 instead of 8 grace marks to the questions having Typographical error, which is against the Natural Justice. Committee has failed to see the two questions having (question no.50 & 52) Typographical error. Copy of the Question Paper enclosed. In this regard, it is submitted that for a comparative study, the Committee Report of AP circle in respect of JTO LICE held on 2.6.2013 obtained through RTI is enclosed herewith. On scrutiny of Committee Report of AP circle, it is observed that for the 10 questions having printing mistakes (Typographical error) 10 Bonus (Grace) marks had been awarded. But the Committee of Tamilnadu Circle has recommended only 3 Grace marks instead of 8 Grace marks for 8 questions having Typographical error, which is the great injustice. TELEWAVE 12 MARCH-2016
