This has resulted in accumulating the vacant posts of P.S. inspite of having qualified candidates in the cadre of P.As and retiring as P.A. without any promotion even after completion of more than 15 to 20 years in the grade of P.A., even after having the vacant posts in the cadre of P.S. It is therefore, requested to grant one time relaxation to fill up all the vacancies of P.Ss as on 31.3.2012 from the seniority quota. It is pertinent to mention that there is no financial implications, as these P.As are already drawing the higher scale under the EPP. Hence one time relaxation may kindly be granted to fill up the vacant posts of P.S. as on 31.3.2012 on seniority cum fitness. Sub: Diversion of 50% MT quota CAO posts to the seniority quota with the approval of BSNL Management Committee-reg The proposal for Diversion of 50% MT Quota of CAO posts of Finance & Accounts cadre was submitted to BSNL Board long back. But could not be discussed in the Board meetings of BSNL Board for the last one and half years. Whereas the diversion of MT quota of Engineering cadre have already approved long back. It is therefore requested to get withdrawal of the issue from BSNL Board and resolve based on the Management Committee approval as it has already been settled in the Telecom Operation Stream. Due to the prolonged Court Case in the Hon’ble CAT Bench , Chandigarh, the promotion of AO to CAO is held up and the resentment among Accounts personal are mounting. Hence, it is requested to take immediate necessary action to get diversion of the 50% MT Quota of CAO so that the eligible officers can be promoted on regular basis as per the outcome of the Hon’ble CAT, Chandigarh. Also requested that the gradation list of Accounts Officers may be updated and published to know the position of an officer in the list, as lot of Accounts personal retired during the last few years.
