4. Delay in taking decisions for carrying out the developmental/ maintenance works due to non availability of SAG level Heads [2 to 3 SSAs are looking after by the GMs & CAOs ]. Even SSAs are not in a position to pass the bills of Vehicle, AMC bills & Bills to the vendors engaged on Tenders. For smooth functioning of the Organization each SSA should be posted with SSA Head & supporting Finance persons to take quick decisions for Developmental & Maintenance. This will help to provide service to the customers to their satisfaction. 5. Each Exchange / GSM site energy conservation is to be carried out regularly to reduce the contract demand. This will help in reducing the EB bills. This entire works should be assigned to the SDE [Electrical]. This process will reduce EB Bills since the contract demand is reduced [Fixed amount per KW will be reduced]. This process should be done regularly since all the TDM switches are being replaced by the NGN switches. This will reduce the DC load. And also power efficient Split A/C units are to be installed by replacing the old Window A/C units. 6. Re-dimensioning of Engine Alternator (E/A): Higher capacity Engine Alternator working in almost all the main exchanges. Due to closer of land lines, the Exchange capacity is reduced. DC load is also reduced. Higher Capacity E/A are consuming more diesel. This problem can be solved by replacing higher capacity E/A by suitable capacity E/A available in the field. This will reduce the diesel consumption. We would therefore, request you to kindly intervene in the matter so that the Administrative and Financial Powers to the Executives in BSNL are delegated for smooth and speedy growth of BSNL.
