You will appreciate the fact that the present policy allows for deputation and the personnel section is                  approving the relieving of officers on regular basis and even forwarding many fresh applications on                  day to day basis also.               11. We failed to understand how the Personnel section singled out the case of Sri Sanjay Kumar Mohanty                  or  for  that  matter  any  other  similar  cases  of  Civil  Wing  and  how  BSNL  is  going  to  benefit  by  not                  relieving them.               12. Madam, it is fact that if Sri Mohanty is allowed to go on deputation for three years, BSNL will save                  more than 40 Lakh. His relieving will not hamper our own work as has been recommended by the                  CE©, Bhubaneswar and PGM (BW) also.               In  view  of  the  above,  it  is  requested  to  cause  necessary  actions  to  relieve  the  officer  on  deputation               without further delay please. Subject:  Updated  Roster  in  the  grade  of  SDE(C)  and  vacancy  calculations  under  SCF/LDCE  quota-               Mistakes regarding               Reference:  1)  No.  Roster/SDE©/M  (BW-II)/Vol,III/2013  dated  09/09/2015  from  PGM(BW),ND.  2)  Our               letter of even no. dated 24/09/2015.               We would like to bring to your kind notice on the above stated letter dated 09/09/2015 vide which the               BW unit has issued updated roster points in respect of SDE© cadre detailing therein the number of posts               allotted to different mode of promotions like SCF & LDCE.               In this context, we would like to reiterate that Vide letter under reference 1, the BW unit has distributed               the quota positions among LDCE & SCF in an uncanny manner. Out of 1073 sanctioned posts in the grade               of SDE©, they have allotted 476 posts to LDCE stream under 33% (?) quota and 597 posts to SCF quota               under  67%  (?).  They  have  not  shown  year  wise  vacancies  and  how  the  vacancies  were  accumulated.               Further the percentage they have shown stands at 44% for LDCE and 56% for SCF. We fail to understand               the  simple  arithmetic  by  which  the  BW  unit  worked  out  these  percentages.  The  same  BW  unit  has               previously  shown the LDCE  quota  as  354  to  the  National  Commission of  SC &  ST,  New Delhi with  the               approval of CLO (SCT), BSNL Co, New Delhi which seems to be correct for 33% quota. If BW unit goes               ahead with these faulty calculations the seniority people with 24 years of service also will not get their               first promotion in near future and will suffer like anything. It is therefore requested that consequent upon               integration of HR policies of BW unit with the Pers. section, the rosters & vacancies calculations in the               grade of SDE© year wise may kindly be prepared de-novo by the Pers. section.               In view of the above, your esteemed self is requested to kindly look into the matter and arrange for the               correction of the order in question i.e. ensuring proper distribution of vacancies under different mode of               promotions without any further delay. Thereafter the process for filling up of all vacancies in the grade of               SDE© shall be expedited and promotion orders shall be issued at the earliest.
