2013 batch, JTO (SR) and PAs Pay anomaly case of TTA have been cleared by the remuneration committee of the BSNL Board held on 4-3-2016. The remaining HR issues of Pers. cell and Estt. cell could not be discussed due to paucity of time. The issues cleared by the remuneration committee will be put up to the next BSNL Board meeting along with other pending HR issues for approval. GS, FS met CGM (Inspection Circle) Jabalpur at BSNL C.O. in the presence of PGM (SR) New Delhi on 08.03.2016 and discussed regarding restructuring of Inspection Circle after merger of T&D and QA circles. Sh. Shuklaji, CGM, Inspection Circle mentioned that the restructuring of Inspection Circle is now over wherein 8 GMs and 17 DGMs will be there in inspection Circle, up to GM/DGM level the AT and QA work will be under their common control but DE/SDE level the AT and QA work will remain separate. Regarding financial powers and settlement of Personal claims, CGM informed that one AO is posted with all the GMs and he will be settling all the personal claims of employees and the financial powers to GMs will be delegated shortly. He also mentioned that in Eastern Zone acute shortage of staff is there, even GM and DGMs are not available in inspection Circle. However, PGM (SR) assured for posting of one GM and Some DGMs in eastern region after DE to DGM CPC. Status of 78.2% IDA Pay fixation case of BSNL Pensioners: GS and GS, President AIRBSNLEWA met the concerned officers in DoT on 14.03.2016 and discussed 78.2% IDA Pay fixation case of BSNL Pensioners. It is understood that Secretary (T) has asked some query on the cabinet note being finalized for BSNL Pensioners on 78.2% IDA Pay fixation impact on MTNL serving/pensioners demand on 78.2% IDA Pay fixation. The reply is being sent to the Secretary (T) through internal finance of DoT shortly. It seems that the matter is further delayed on the pretext of MTNL employees/pensioners issue. Felicitation of Shri U.N. Rai, ED (NB), BSNL Corporate Office, New Delhi on 08.03.2016: GS, FS and AGS (HQ) met with Shri U.N. Rai, PGM (Electrical) and greeted & felicitated him by presenting a bouquet on assuming the high office of ED (NB). We assured our fullest co-operation to him. Status of Court Case regarding referendum of Executive Associations in BSNL: GS, FS met with PGM (SR) on 08.03.2016 and inquired about the status of court case regarding stay order on referendum of Executive Associations of BSNL in the Hon'ble High Court of Karnataka. PGM (SR) immediately spoke to CGMT Karnataka who informed that the case was came up for hearing ten days before and now posted for further hearing on 23rd March 2016 in the Hon'ble High Court of Karnataka.. GS along with GS, AIRBSNLEWA , GS, AIBSNL Pensioners Association Com.G.Natarajan met Secretary (T) DOT Shri J.S.Deepak on 04.03.2016 and discussed regarding 78.2% IDA Pay fixation of BSNL Pensioners. Secy. (T) appreciated our concern and advised to take appointment for discussion in a separate meeting and assured for granting a meeting. We will take appointment for meeting shortly to discuss the matter. GS and GS,AIRBSNLEWA met Shri Rajeev Kapoor DDG (Finance ) DOT on 04.03.2016 and requested to clarify to Secy(T) on the query on 78.2% IDA Pay fixation case of BSNL Pensioners and MTNL Pensioners. DDG (Finance) assured for an early clearance from his office. GS and GS, AIBSNLEWA met the concern officers of DOT Pension cell on 04.03.2016 regarding CGHS medical facility to be extended to BSNL and MTNL Pensioners. It was informed that DOT Pension cell Under Secy. Met the concern officers of Ministry of Medical & Health department and clarified their queries on this issue. He expected early decision in this regard. GS, FS, AGS (HQ) met Director (HR) BSNL on 04.03.2016 and extended sincere thanks for issuing 213 DGM promotion orders and requested to fill up the remaining 900 vacant DGM Posts. Director (HR) appreciated our concern and assured to fill up all the vacant DGM(Posts) at the earliest. She also fixed up a meeting with AIBSNLEA & AIGETOA on 8th March,2016 at 1600 hrs. to discuss some pressing HR issues related to Estt. Cell of BSNL C.O. GS attended the Forum of BSNL Unions and Associations meeting and discussed on 'SWAS implementation, 78.2% IDA Pay fixation to BSNL Pensioners, Refund of payments from DOT to BSNL. The details of discussion will follow with Convener report shortly. Meetings on 03.03.2016: GS met PGM (BW) and (EW) and discussed regarding CPC from SDE(C/E) to EE (C/E). We requested to take some solution to expedite CPCs to fill up EE(C/E) vacant posts. PGM (BW) and (EW) assured to take some solution at the earliest in this regard. TELEWAVE 30 MARCH-2016
