(b) Consideration of promotion for the JAO qualified but not selected candidates of Rajasthan, Tamil Nadu Circles and Kolkata TD 2013 Batch due to non-availability of vacancies: We requested to consider the request of 6 candidates of Rajasthan Circles, 13 candidates of Tamil Nadu and 1 candidate of CTD who got more than the minimum qualifying and aggregate marks in the JAO Part-II LICE held in 2012 (40% quota) but could not be promoted due to non-availability of requisite number of vacancies. Director (HR) assured to look into the matter. (c) Extension of ACP benefits to the Grade-III Stenographers: We requested for extension of 1st ACP benefits in the scale of JTO and 2nd ACP benefits in the scale of SDE to the Grade-III Stenographers. After some discussions Director (HR) advised to discuss the matter with GM (Estt). (d) Consideration of request / tenure transfers in the cadre of CAO and AO: We requested for consideration of request / tenure transfers in the cadre of CAO and AO. Director (HR) assured to discuss the matter with GM (FP) for early consideration. (e) E2 and E3 standard IDA pay scales to JTO and SDE equivalent cadres: We requested to implement the Khan Committee report as discussed in the earlier meeting on E2 and E3 standard IDA pay scales to JTO and SDE equivalent cadres. Director (HR) informed that so far she has not received the case from GM (Estt) for consideration however, she assured that shortly the issue will be resolved in consultation with CMD BSNL. GS, Advisor (South) Comrade VKP and CS TN Circle attended and addressed the GB meeting of AIRBSNLEWA Delhi Circle in the CTO Auditorium, New Delhi on 14.03.2016. Com GS apprised in detail the status of 78.2% IDA pay fixation of BSNL Pensioners in DoT, CGHS medical facility to be extended to BSNL/MTNL pensioners, enhancement of free call limit on RSTs to BSNL pensioners and Broadband facility to BSNL Pensioners, Online submission of medical claims through ERP etc. Advisor (South) and CS TN Circle assured to form Circle Body of AIRBSNLEWA TN Circle at the earliest. AIRBSNLEWA decided to serve a notice of agitation program against the non-settlement of 78.2% IDA Pay fixation benefit and delay in extending CGHS Medical facility to BSNL Pensioners in terms of holding demonstration on 6th April 2016 during lunch hours and one day dharana on 19th April 2016 at Sanchar Bhawan, DoT, New Delhi/ CCA offices. Com GS assured fullest support to AIRBSNLEWA for the agitation program GS, Advisor (South) Comrade VKP, CS TN Circle met Jt. GM (Pers) on 14.03.2016 and discussed regarding: (a) CPC from JTO to SDE (T) and SDE to DE: We requested to expedite the CPCs from JTO to SDE (T) and SDE to DE. Jt. GM mentioned that both these CPCs are stalled due to the stay order on promotions from the Hon’ble High Court Kerala and Hon’ble CAT Chandigarh. However, he informed that the court case in Hon’ble CAT Chandigarh is posted for hearing to 31st March 2016 wherein final hearing may take place. He also spoke to GM (Admn) Kerala Circle regarding the court case on JTO to SDE promotions stay orders. He advised Kerala Circle to file a Miscellaneous Application (MA) for getting the stay order vacated along with the early hearing application. GM (Admn) Kerala Circle assured him an early action in this regard. (b) CPC from DE to DGM: Jt. GM (Pers) mentioned that the CPC work to fill – up about 600 vacant DGM posts is in progress. Most of the APARs/VCRs of the eligible DEs have been received. Sincere efforts are being made to expedite the CPC within this month itself. (c) Sr.PPS/PPS post creation in BSNL: Jt. GM (Pers) informed that the Remuneration Committee of BSNL Board has approved the creation of the Sr.PPS/PPS post in BSNL. After the approval of BSNL Board necessary orders in this regard will be issued. (d) Restructuring of AD (OL) cadre: Jt. GM (Pers) informed that the committee report on the restructuring of AD (OL) cadre is still pending with EF Cell of BSNL Corporate Office since PGM (EF) is on leave. After returning of PGM (EF) from the leave clearance may come. (e) Consideration request / tenure transfer cases of SDEs/DEs: Jt. GM (Pers) mentioned that all the pending request /tenure transfer cases are being examined. But the transfer orders will be issued in the month of April 2016. TELEWAVE 28 MARCH-2016
