We expressed our serious concern against delay in implementing the Khan Committee report on CPSU Cadre hierarchy. Earlier, an assurance was given to submit the proposal on CPSU Cadre Hierarchy to BSNL MC before 30th June 2016 but no action has been taken so far in this regard. Director (HR) appreciated our concern and assured to discuss the matter with GM (Pers) for an early presentation. The court case on JTO to SDE (T) promotion in the Hon'ble High Court of Kerala, Ernakulum was partly heard on 29.08.2016 wherein the Sr. Advocate Shri R.D. Aggarwala appeared before the Hon'ble court. The case was taken out of turn however; the hearings could not be completed and adjourned for next date. AIBSNLEA is a party in the case and pursuing it vigorously. Estt. Cell of BSNL Corporate Office issued order on 18.08.2016 regarding revision of pension of BSNL Pensioners/ family pensioners, who retired prior to 10.06.2013 by allowing the benefit of merger of 50% DA/ DR with Basic Pay /Pension, effectively amounting to 78.2% DA/ DR for the purpose of fitment. We expressed our serious concern to PGM (BW) and requested to get expedited CPC from SDE (C) to EE (C) to fill up about 150 vacant EE (C) post. PGM (BW) informed that CPC work is under process in Pers. Cell of BSNL Corporate Office. He also mentioned that after getting the clearance from Hon'ble PB CAT New Delhi the promotion orders for SDE (C) to EE (C) will be issued. We expressed our serious concern to GM (FP) and requested to expedite the CPC from CAO to DGM (Fin.). GM (FP) informed that CPC for promotion from CAO to DGM (Fin.) has been fixed on 19.08.2016. He further mentioned that ACRs/VCRs of most the eligible CAOs are available and only a few about 8-10 CAOs VCRs are pending and still awaited. He assured to issue the promotions orders in this month i.e. August 2016 itself. We earnestly requested Director (HR) to kindly cause to issue necessary instructions to implement the directions of Hon’ble CAT Madras Bench vide OA.no.310/00440/2014 dated 12.7.2016 in true spirit and order for stoppage of recovery and restore the original pay of the affected Executives of Accounts and Finance wings and if any amount is due to payable to them, the same shall be paid to them. GM (FP) confirmed that the court case in the Hon'ble CAT Bench Chandigarh is posted for hearing on 06.09.2016 and a positive development is there this regard is that a similar case is being heard in the Hon'ble Supreme Court where Hon'ble Supreme Court has directed DoP&T to issue necessary instructions in this regard hence, now Hon'ble CAT may dispose-of the case and the CPCs may be expedited. United Forum of BSNL Executives' Associations, CHQ, New Delhi comprising AIBSNLEA, AIGETOA and SNEA(I) served notice on 17.08.2016 for organizational actions programme protesting against the inordinate delay in implementation of a) Standard Pay scales of E2 and E3 for JTO, SDE and equivalent cadres, b) 30% Superannuation benefit for BSNL Recruited Employees and c) Implementation of CPSU Cadre Hierarchy and first TBP. Demands: 1. Immediate replacement of intermediary pay scales of E1-A and E2-A by standard pay scales of E2 and E3 for JTO and SDE equivalent cadres w.e.f 01.01.2007 as per the recommendation of the Joint Committee.
