He further mentioned that as soon as the refund comes to BSNL, first of all we will make the bank loan payments and some CAPEX, it will help BSNL to get rid of the interest liability. CMD further mentioned that 100 days ‘SWAS' program has to be effectively implemented and proper monitoring is required. He assured fullest support from management side in making this SWAS program a complete success. On some HR issues i.e. (a) Filling up of the DGM(E) vacant posts : We requested for his kind intervention for filling up of the vacant DGM (E ) posts. We explained that BSNL CO Pers. Cell is not expediting CPC from DE to DGM on the pretext of pending court case whereas there is no stay order against promotion from DE to DGM. We further requested that promotion orders can be issued subject to outcome of the court case. CMD assured to look in to the matter. (b) Implementation of Shri MA Khan ED(NB) committee recommendations on CPSU cadre hierarchy and E2- E3standard IDA pay scales to JTO/SDE equivalent executives. CMD assured to discuss the matter with Dir(HR) for an early decision in this regard. GS, FS met Member (Services), Member (Technology), Advisor (Finance), DDG (Estt), DDG (C&A), Director (Staff) DoT on 05.01.2016 and greeted them on the New Year 2016 with a copy of Executive Diary – 2016 published by AIBSNLEA CHQ. Member (S), Member (T) Advisor (Finance) mentioned that now BSNL has started doing well and expected that soon it will turn around. They also discussed that how the things are changing in BSNL now and we explained in detail the team spirit created by BSNL Management and the active support given by the BSNL Unions and Associations for the revival of BSNL. We requested DoT officers to support BSNL in its revival and they assured their full cooperation. We requested DDG (C&A), Shri S.C. Sharma for taking up the issue of IDA Pension revision of BSNL Pensioners with the empowered committee of Secretaries to examine 7th CPC recommendations for implementations. DDG (C&A) immediately discussed the matter with the concerned officers to take-up the matter with the empowered committee. He also informed that already a letter has been sent to DPE to incorporate the issue of IDA Pension revision of BSNL Pensioners in 3rd PRC terms of reference since the case was not addressed by the 7th CPC. We also met DDG (Estb) and Director (Staff) and discussed regarding 78.2% IDA pay fixation case of BSNL Pensioners and IDA Pension revision. It is informed that the Cabinet Note has been sent the Law Ministry for comments and reply is awaited. Similarly, the IDA Pension revision issue of BSNL Pensioners has been taken up with DPE to incorporate it in 3rd PRC terms of reference and assured to take up the matter with the Empowered Committee of 7th CPC for consideration being with Govt. Pension under Rule 37A along with the case of Govt. Pensioners. On CGHS facility to BSNL/MTNL Pensioners, it was informed that still the approval of Ministry of Health is awaited. GS, FS AGS (HQ) met Secretary (T), Member (F), Addl. Secretary (T), Jt. Secretary (A) of DoT, BSNL Board of Directors and senior officers of DoT and BSNL on 04.01.2016 and greeted them on the New Year 2016 with a copy of Executive Diary – 2016 published by AIBSNLEA CHQ. Requested DoT officers to support BSNL in its revival and they assured their full cooperation. We congratulated Director (Finance/HR), BSNL for the untiring efforts of BSNL Finance Team in getting refund of Rs. 11,000 Crores from the Income Tax Department. She appreciated our concern and assured that this amount will be used for the growth of BSNL. Director (CFA), Director (CM) and Director (EB) also mentioned that BSNL have man power, infrastructure and expertise in the Telecom sector hence, it should be fully utilized for the growth of BSNL in this New Year – 2016. GS, FS, Advisor (HQ) met GM (FP) on 04.01.2016 and discussed regarding Court Cases pending in the Hon'ble CAT Chandigarh wherein the stay on promotions from AO to CAO, JTO to SDE and SDE to DE has been granted.
