GS, AGS(HQ) met GM (Pers) on 12.01.2016 and discussed regarding: a) CPCs to fill up the vacant DGM Posts: We expressed our serious concern against non-filling up of the vacant DGM (Engg) Posts. GM (Pers) mentioned that the CPC work is in process and the legal opinion on TES Group B seniority is still awaited. However, he assured an early action in this regard. b) CPC from JTO (T) to SDE(T): GM (Pers) informed that in the Hon'ble CAT Chandigarh the case was heard on 7-1-2016 and posted for final hearing on 4.2.2016. CAT has accepted of clubbing of the case of AO to CAO and JTO to SDE promotions. Similarly the counter reply has been filed by BSNL in the Hon'ble High Court Ernakulam. The next date of hearing is not known. c) CPC from SDE (T) to DE(T): We requested to expedite the CPC from JTO to SDE(T). GM (Pers) informed that Hon'ble CAT Chandigarh has been submitted a counter reply with a request to club this instant case with the above JTO to SDE (T) and AO to CAO court case. The next date of hearing is on 12-1-2016. d) PPS Posts creation in field units: GM (Pers) informed that the committee report (headed by ED (CN) has been approved by the competent authority and now it will be submitted to the BSNL MC and thereafter to the BSNL Board for approval. e) Restructuring of AD (OL) cadre: GM (Pers) informed that matter is under consideration for an early settlement. He assured an early decision in this regard. f) Clearance to CPC from SDE (E) to EE (Elect): We requested for an early clearance to the proposal of PGM(EW) to fill up about 104 vacant EE (Ele) posts. GM (Pers) assured for early clearance on this issue. GS, FS met GM (Pers.) and Jt. GM (Pers.) on 06.01.2016 and discussed regarding: a) Filling-up the vacant posts of DGM (Engg.): We requested to expedite the CPC from DE to DGM promotions. GM (Pers) mentioned that legal opinion on TES Gr. ”B” seniority has been asked from the ASG, Govt. of India and after that immediate action in this regard will be taken. b) PPS post creation in the field units: GM (Pers) informed that the committee report of ED (CN) for restructuring of PS cadre in the BSNL field units has been submitted to the competent authority. He assured as early decision in this regard. c) Restructuring of AD (O/L): It is informed that the proposal for restructuring of AD (O/L), Sr. HT and Jr. HT has been sent to the competent authority for approval. Thereafter, RRs of AD (O/L) and Asst. AD (O/L) will be formulated with the approval of BSNL Board. He assured an early action in this regard. On the issues of CPSU Cadre hierarchy, Direct DGM recruitment and on the issue of other HR matters further discussion will take place on the next Tuesday i.e. 12.01.2016. GS, FS and AGS (HQ) met ED (NB) and ED (CN) on 06.01.2016 and greeted them on the New Year 2016 with a copy of Executive Diary – 2016 published by AIBSNLEA CHQ. On the issue of implementation of CPSU cadre hierarchy and E-2 / E-3 standard IDA Pay Scales to JTO and SDE equivalent cadres ED (NB) informed that Director (HR) has asked him to apprise in brief the details of the committee report. Accordingly, very shortly he will explain to Director (HR) regarding the committee report on both the issues. In his opinion, BSNL Management should accept committee report in the interest of executives as well as BSNL. GS, FS, Advisor (HQ) & CS Delhi Circle, CS UP (West) Circle met CMD BSNL on 05.01.2016 and greeted him on New Year-2016 and appreciated his efforts in making BSNL in operational profit by launching popular Tariff Plans and creating team spirit in BSNL. This is being appreciated by all Senior Officers in DOT as well as by public. Today BSNL is in discussion by public due its better performance. CMD appreciated our concern and mentioned that it is due to joint effort of all BSNL employees, BSNL Management and Govt. support. He emphasized that in the new year 2016 BSNL should be turn around and to ensure 100% implementation of 3rd PRC. We congratulated CMD for his untiring efforts and proper presentation to ITAT(Income Tax Arbitration Tribunal) for refund of Rs.11,000 crores wrongly charged from BSNL by IT department and to get rid of Rs.6000 crores IT liability further imposed by IT Department. CMD explained that we could successfully convince ITAT in our favor wherein our Dir(Fin), GM (bgt.) and their team has played an important role which TELEWAVE Page-27 DECEMBER-2015
