Other than Delhi, almost in all circles no of empanelled hospitals for treatment on cashless basis is minimum. In some circles for month together no empanelled hospitals are there. (4) ALLOWING NIGHT CALLING FACILITY IN CONCESSIONAL TELEPHONES: The free Night Calling Facility as introduced in land phones has not been extended to concessional land phones for pensioners. This may kindly be introduced. After detailed discussions on the above issues, Director HR appreciated the concern of BSNL pensioners and assured to discuss the items with the concerned GMs BSNL Corporate Office for early resolution of the issues. Dir (HR) assured to look in to the matter for an early reply. GS AGS (HQ) and AGS (Fin) met with CMD BSNL and Director (HR), BSNL Board on 18.08.2015 and discussed regarding: a. Filling up of vacant DGM posts: We requested to fill up the 700 DGM (Engg) posts in view of urgent requirements of SSAs to man the posts for the interest of BSNL service. We also requested to review the revenue and DELs on SSA-wise and to man the posts by giving promotion to eligible executives as and where applicable basis by downgrading the posts. CMD appreciated our concern and assured to look into. b. b. Issue of Special Casual Leave: We requested to retain the special casual leaves and other facilities as was prevailing for the service associations before processing of referendum process wherein stay order is yet to be vacated by Hon'ble Court. CMD assured to look into the matter. GS, FS, OS(W), CS MH Circle met GM(Pers.) on 14.08.2015 & discussed regarding (i) Filling up of the vacant DGM & DE posts: We requested to expedited the CPC work for filling up of the vacant DGM & DE posts. GM(Pers.) mentioned that ACRs/VCRs of the eligible SDEs/Des has been called & assured to expedite CPCs in the month of Oct., 2015. We also requested for CPC from DGM(Adhoc) to DGM(Regular) of those DGMs who have completed four years regular services in STS cadre. GM(Pers.) assured an early action in this regard. Similarly, we requested for issuing SDE to DE promotion (left out cases about 100) wherein majority SDEs VCRs have been received. GM(Pers.) mentioned that about 83 SDEs are eligible to be promoted & shortly promotion orders will be issued. (ii) CPC from JTO to SDE(T): We requested for early filing of reply (rejoinder) to Hon'ble High Court Kerala by BSNL's advocate so that hearing can be completed and stay order in promotion from JTO to SDE(T) is vacated. GM(Pers.) assured an early action in this regard. (iii) Notional pay fixation w.e.f. 01/10/200 to JT/SDE(C/E/Arch./TF) and PA/ PS cadre. We requested for the settlement of long pending issue i.e. Notional pay fixation w.e.f. 01/10/200 to JT/SDE(C/E/Arch./TF) and PA/ PS cadre. GM(Pers.) assured an early action in this regard. (iv) Consideration of request transfers of SDES/DEs: We requested for early issuance of pending request transfers of SDES/Des. GM(Pers.) mentioned that all pending genuine cases are be considered & by next week order will be issued thereafter new cases will be considered in Oct., 2015.
