4. Subject: Methodology to deal with the agitations in BSNL-reg On the subject cited above, kindly refer to this Association letter dated 26.09.2014 wherein we have expressed our views on the strike by some other group. In this regard, your kind attention is solicited to the following vital issues which need immediate attention: 1) Regarding “dies-non” (No work-No Pay) issued by BSNL for AIBSNLEA members: AIBSNLEA members, who could not reach office on 07/09/2010 when there was an All India one-day strike of Trade Unions. BSNLEU and SNEA joined in it. AIBSNLEA was not a participant in it and did not give notice also. But the circle administration awarded "No Work-No Pay" to our members who did not participate in the strike, but could not reach office for non-availability of conveyance. Leave applications submitted on the very next day were denied. If regularization is agreed by grant of covering leave for the agitators of SNEA, then the cases pending for our members from 7/9/2010 are also to be re-opened. A similar treatment received by AIGETOA members in their last All India agitation program also requires revision at par with SNEA. Some of our members in Trivandrum/ Circle Office branches were affected by the above unwarranted and discriminatory action of the then DGM (HR/Admn) in the Circle Office who acted against our association in collusion with the BSNLEU/ SNEA leaders. If any such case is still pending, then it also must be sorted out accordingly. 2) Repatriation (transfer back) of all AIBSNLEA members (JTO/SDEs) who were sent to different distant SSAs in May 2013 on long-stay based transfer and completed more than two years in the distant SSAs. It was the precedence in the Kerala circle that the SDEs/ JTOs transferred out of SSAs based on long stay in a particular SSA, are brought back to their original stations in old units on completion of tenure of two years in the new units considering their requests registered in circle office. This worked smoothly till last year i.e., May 2014. There was strong interference of associations in this matter and all those sent out on inter-SSA transfer in May 2012 were repatriated, in May 2014 to their requested stations. This was after sending out the minimum required substitutes from the long-stay list in consultation with the associations. Unfortunately this process did not take place this year i.e., in May 2015. Those who moved out to various SSAs as part of the implementation of long stay based inter-SSA transfers in the year 2013 ( May 2013) were due for getting transfer back to their parent units (SSAs) in May 2015. But they are now held up without getting repatriation orders for no fault of theirs. We cannot understand the politics behind the inert and irresponsible attitude of the circle administration in this matter. This may be an aftermath of the declared open war between the Circle Head and certain trade union/ association in the circle. But the circle administration did not act as per prevailing policy and apply the very same standards and norms followed hitherto in the current year (May 2015) also. Promotions from SDEs (T) to AGM /DE (T) on regular basis -reg BSNL Corporate Office vide letter number 451-31/2014-Pers (DPC)/Pt.II dated 04.08.2015 has called for APARs & VCs of eligible SDEs promotions from SDEs (T) to AGM /DE(T) on regular basis. Out of Total List of 1216 as mentioned in Annexure II Sheet II 1066 SDEs have been taken from Seniority List No 6 & Rest 150 ST Category SDEs have been taken from Seniority List No 7. Interestingly, 113 SDEs mentioned in the list have already been retired. It is, therefore, humbly requested that Personnel Section be directed to consider all the SDEs of Seniority List No. 6 since most of the SDEs of the Seniority List No. 6 have been granted E5 scale hence there will be no extra financial burden on BSNL.
